Mission

The accreditation commission for education in nursing (acen) supports the interests of nursing education, nursing practice, and the public by the functions of accreditation. Accreditation is a peer review, self-regulatory process by which non-governmental associations recognize educational institutions or programs that have been found to meet or exceed standards and criteria for educational quality. Accreditation also assists in the further improvement of the institutions or programs as related to resources invested, processes followed, and results achieved. The monitoring of certificate, diploma, and degree offerings is tied closely to state examination and licensing rules and to the oversight of preparation for work in the profession.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

A draft copy of the form 990 is reviewed by the ceo and director of finance. A special meeting is called for the executive committee of the board of commissioners. The executive committee, ceo, and director of finance review the return and vote prior to filing. Form 990 is made available to each board member. An allotted amount of time is given for review and feedback on the form 990 before approval is given by the board.

Form 990, Part VI, Section B, Line 12C

Acen has conflict of interest policies for all its full time personnel, all members of the board of commissioners and all program evaluators performing site visits. Monitoring and compliance of the policies are done annually for employees, at every board meeting for board members (usually 3 times a year) and before every site visit for program evaluators. Monitoring is done via verbal discussion, conference calls and documented with standard conflict of interest forms. Documentation of board meeting minutes are kept on file as well.

Form 990, Part VI, Section B, Line 15

The ceo compensation review process is done periodically or as required via a study of comparative compensation in the same industry/sector using consultants or independent publications and approved by the board of commissioners. Annual appraisals and self-appraisals are completed by the staff and respective supervisor. The ceo reviews the appraisal prior to determining a merit increase. Cost-of-living adjustment (cola) increases are determined by reviewing national estimates of inflation for future years, local cost of living index, and budget allocations available. The ceo reviews the salaries of the staff each september. Merit and cola increases are given as approved and are effective january 1 of each year.

Acen's governing documents and conflict of interest policy are available on the organization's website free for download and paper publication entitled "acen accreditation manual" provided to accredited programs for free. Acen financials are available upon request or via guidestar.org website.

The process for selection of an independent auditor and oversight of the audit has not changed from the previous year.

Financial Statement Notes

PART X, LINE 2:

Under section 501(c)(3) of the internal revenue code, the commission is exempt from taxes on income other than unrelated business income. The commission believes it does not have any significant unrelated business income. The commission utilizes the accounting requirements associated with uncertainty in income taxes, using the provisions of fasb asc 740, income taxes. Using that guidance, tax positions initially need to be recognized in the financial statements when it is more-likely-than-not the positions will be sustained upon examination by the tax authorities. It also provides guidance for derecognition, classification, interest and penalties, accounting in interim periods, disclosure and transition. As of december 31, 2019 and 2018, the commission has no uncertain tax provisions that qualify for recognition or disclosure in the financial statements. The commission believes it is no longer subject to income tax examinations for years prior to 2016.
