THE SALES WERE DONE TO OBTAIN FINANING TO PROVIDE NEEDED CAPITAL IMPROVMENTNS TO BOTH APARTMENT BUILDINGS. THE SALES WERE APPROVED BY THE UNITED STATES DEPARTMENT OF URBAN DEVELOPMENT, THE NEW YORK CITY DEPARTMENT OF HOUSING PRESERVATION AND DEVELOPMENT AND THE NEW YORK STATE ATTORNEY GENERAL.
