IRS990/Desc0RHAC is working with Rockland County to develop workforce and senior housing using American Plan Rescue Act (ARPA) funding for low-moderate income households. In 2024, RHAC has successfully converted the Spring Valley Housing Development Fund Corporations construction loan to permanent financing made available through the Community Preservation Corporation, the New York State Housing Financing Agency and the Rockland County ARPA funding. The Cooperative, consisting of 54 owner occupied units for low income households was in foreclosure due to fraudulent activity. RHACs staff is working with the cooperatives board of directors to oversee the day-to-day operations. Currently, RHAC is working with the Community Preservation Corporation, the New York State Housing and Community Renewal and the Rockland County ARPA Department to rebuild Building A, which was demolished due to a fire in 2017, and to refinance the 199 unit cooperative.In 2023, RHAC was awarded a $600,000 grant from the NYS Housing and Community Renewal to continue its rental assistance program. Currently, the program financially assists approximately 30 tenants at various locations throughout Rockland County. This year, RHAC has applied for additional funding to continue its successful program. In 2024, RHAC partnered with Rockland County to acquire land to construct up to 7 owned occupied homes in the Town of Clarkstown. In addition, RHAC was awarded a $1,400,000 grant from NYS Housing and Community Renewal to reduce the purchase prices of the homes. The homes will be sold to income-eligible households who earn up to 80% of the Rockland County Area Median Income.In 2024, RHAC partnered with Regan Development to construct 22 new homes in the Town of Clarkstown which will be sold to households earning up to 80% of the Rockland County area median income. The Rockland County ARPA Department has awarded the project $6,500,000 to acquire the site. RHAC is also working with Regan Development to construct 52 one and two bedroom rental units in Nanuet for low income seniors earning up to 80% of the Rockland County Area Median Income. The project was awarded a $5,000,000 ARPA loan from the Rockland County Office of Community Development. In 2024, RHAC received a Rockland County HOME award to buy out the Spring Valley Site III investor. This property is located on North Main Street and was part of the Spring Valley downtown revitalization.RHAC manages 714 affordable housing units throughout the lower Hudson Valley. It is our goal to increase the affordable housing stock and actively seek opportunities to create housing solutions for individuals and families with low incomes.RHAC is a HUD certified Housing Counseling Agency that provides financial counseling, including credit, budget, first-time homebuyer, rental and foreclosure prevention counseling to Rockland residents. Our counseling services are offered in both Spanish and English.RHAC is the Housing Monitor for the Village of Nyack, the Village of Piermont, the Town of Clarkstown and the Town of Orangetown. The Housing Monitor ensures the tenants identified for the rental and for sale units comply with the various affordable housing program guidelines.
