THEY ALL RECEIVED THE CNYC NEWSLETTER, THE COMPARATIVE STUDY OF 2011 OPERATING COSTS, AND REGULAR NOTICES AND ANNOUNCEMENTS FROM CNYC AND WERE ABLE TO AVAIL THEMSELVES OF THE BENEFITS OF THE ORGANIZATION AT NO COST OR AT SPECIAL MEMBER AND AFFILIATE RATES. B. THE COUNCIL HELD ITS 33RD ANNUAL HOUSING CONFERENCE AT THE CONFERENCE CENTER AT THE NEWMAN VERTICAL CAMPUS OF BARUCH COLLEGE OF THE CITY OF NEW YORK, WHERE IT OFFERED 72 CLASSES ON ALL ASPECTS OF COOPERATIVE AND CONDOMINIUM HOUSING. 532 PEOPLE ATTENDED THE CONFERENCE TO LISTEN TO 98 SPEAKERS AND VISIT 46 EXHIBITS OF PRODUCTS AND SERVICES. A NUMBER OF SCHOLARSHIPS WERE AWARDED TO BOARD MEMBERS OF LIMITED EQUITY COOPERATIVES THROUGH THE URBAN HOMESTEADING ASSISTANCE BOARD (UHAB), WHICH FOR TEN YEARS HAS PRESENTED A SPECIAL SERIES OF CLASSES AT THE CONFERENCE, FOCUSED ON THE NEEDS OF ITS MEMBERS. MEMBERS OF THE MANY OTHER NEW YORK CITY ORGANIZATIONS FOR HOUSING COOPERATIVES AND CONDOMINIUMS WERE WELCOMED AT THIS CONFERENCE AT MEMBER RATES, AS WERE MEMBERS OF THE NATIONAL ASSOCIATION OF HOUSING COOPERATIVES. AT THE RECEPTION AT THE END OF THE CONFERENCE, CNYC LEADERS REVIEWED KEY EVENTS OF THE YEAR, WHICH HAD BEEN NAMED THE INTERNATIONAL YEAR OF COOPERATIVES BY THE UNITED NATIONS. C. AT THE RECEPTION AT THE END OF THE CONFERENCE, CNYC HONORED FORMER CITY COUNCIL MEMBER GALE BREWER, WHO HAD RECENTLY BEEN ELECTED MANHATTAN BOROUGH PRESIDENT. SHE HAD KIND WORDS TO SAY ABOUT CNYC AND ITS REPRESENTATIVES. CNYC ALSO HONORED MARGARET M. WALSH, WHO HAD SERVED ON THE CNYC BOARD FOR MANY YEARS, REPRESENTING THE VERY LARGE CONDOMINIUM CALLED PARKCHESTER SOUTH, WHERE SHE WAS PRESIDENT. . D. CONSISTENT WITH THE COUNCILS GOALS OF ENHANCING MEMBER COOPERATIVES AND CONDOMINIUMS ABILITY TO FUNCTION EFFICIENTLY, AFFORDABLY AND SAFELY, AND IN COMPLIANCE WITH ALL APPLICABLE LAWS, THE COUNCIL CONDUCTED 27 EVENING CLASSES IN THE COURSE OF THE YEAR WHICH, IN THE AGGREGATE, WERE ATTENDED BY MORE THAN 650 PEOPLE. SEVERAL WERE PRESENTED IN PARTNERSHIP WITH OTHER GROUPS. E. THE COUNCIL HELD AN ISSUES FORUM FOR PROFESSIONAL SUBSCRIBERS IN MARCH, WHERE A LIVELY AND FAR-RANGING CONVERSATION TOUCHED ON MOST OF THE KEY ISSUES CONFRONTING NEW YORK COOPERATIVES AND CONDOMINIUMS AND THE PROFESSIONALS SERVING THEM. SUGGESTIONS MADE AT THIS MEETING INFLUENCED CNYCS AGENDA IN SEEKING LEGISLATION AND IN DISCUSSIONS WITH CITY OFFICIALS. F. THE COUNCIL COMPILED AND PUBLISHED ITS ANNUAL COMPARATIVE STUDY OF BUILDING OPERATING COSTS WHICH INCLUDED DATA GLEANED FROM THE ANNUAL FINANCIAL STATEMENTS OF 995 COOPERATIVES AND CONDOMINIUMS. FOR THE FIRST TIME, CNYC DIVIDED CONDOMINIUM STATISTICS INTO TWO CHARTS, ONE FOR CONDOMINIUMS IN MANHATTAN AND THE OTHER FOR THOSE OUTSIDE OF MANHATTAN. THE COMPARATIVE STUDY HELPS MEMBERS DETERMINE IF THEIR OWN BUILDINGS ARE OPERATING EFFICIENTLY AND ENABLES THEM TO TARGET AREAS WHERE THEY MAY BE ABLE TO REDUCE CURRENT COSTS. IN ADDITION TO ITS USE BY CNYC MEMBERS AND PROFESSIONAL AFFILIATES, THE ANNUAL COMPARATIVE STUDY IS USED BY BROKERS, APPRAISERS, JOURNALISTS AND ECONOMISTS IN STUDYING NEW YORK CITYS COOPERATIVES AND CONDOMINIUMS.

A RADICAL CHANGE IN THE ABATEMENT PROGRAM ESTABLISHED AN ELIGIBILITY LIMIT FOR THE ABATEMENT, ALLOWING AN ABATEMENT ONLY ON INDIVIDUALS PRIMARY RESIDENCES (PLUS UP TO TWO ADDITIONAL UNITS IN THE SAME COOPERATIVE OR CONDOMINIUM AS THE PRIMARY RESIDENCE. ABATEMENTS GRANTED ON PROPERTY TAX BILLS IN THE FIRST THREE QUARTERS OF THE CITYS FISCAL YEAR 2013 (JULY, OCTOBER AND JANUARY), HAD TO BE TAKEN BACK FOR UNITS THAT WERE NOT THE PRIMARY RESIDENCE OF THEIR OWNERS. AND THE VERIFICATION OF PRIMARY RESIDENCY WAS NOT WITHOUT FLAWS AND PROBLEMS. THE COUNCIL ALERTED MEMBERS TO A STATE-WIDE EFFORT TO VERIFY ELIGIBILITY FOR THE STAR SCHOOL TAX RELIEF PROGRAM, WHICH SUFFERED FROM VERY LOW RESPONSE TO LETTERS THAT WERE ADDRESSED TO PROPERTY OWNER RATHER THAN AN INDIVIDUALS NAME. J. CNYC CONTINUED TO WORK WITH OTHER ORGANIZATIONS IN THE REAL ESTATE INDUSTRY IN NEW YORK CITY TO MITIGATE THE COST OF VARIOUS FILINGS AND BUILDING MODIFICATIONS REQUIRED BY LAW, AND TO EXPAND OPPORTUNITIES FOR GRANTS, ABATEMENTS AND OTHER INCENTIVES TO DEFRAY THE COSTS OF COMPLIANCE FOR THOSE WHO STRUGGLE WITH THESE COSTS.
