All new employees sign an acknowledgement of cai's personnel policies and procedures manual, which includes a conflicts of interest policy. The personnel policies and procedures manual is available to all cai staff. Staff are informed to bring any questions related to the policy to the attention of management or human resources. All new employees and consultants also specifically disclose and sign a form related to government conflicts of interest. All directors, officers, and key persons disclose annually any conflicts of interest. They also disclose any possible conflict of interest in any proposed transaction, agreement, or other arrangement in writing to the board chair. The board chair provides a copy of all disclosures to the board or committee considering the transaction.

Over the course of FY2025 (July 1, 2024 - June 30, 2025), Cicatelli Associates, Inc. (CAI) administered over 40 contracts, including 12 supported by federal funding, and 20 supported by state or local government. During this time, we conducted over 11,000 capacity building events, including trainings, learning collaboratives, webinars, Advisory and Action Group convenings, and technical assistance (TA) sessions to support implementation of evidence-based and promising practice. CAI also developed over 130 products such as curriculum, eLearning modules, case studies, implementation guides and toolkits, publications, videos and more. Some notable achievements across CAI's portfolio of projects during this period include: * Beginning work as the NYS Department of Health (DOH) Perinatal and Infant Community Health Collaborative Center for Community Action (PICHC CCA) to promote a standard of excellence for the delivery of perinatal and infant health services through the provision of training, technical assistance (TA), and expertise to improve perinatal and infant health outcomes in PICHC-funded agencies across NYS. In addition, CAI was newly funded by the NYS DOH to develop a virtual training for Bureau of Cancer Prevention and Control (BCPC) clinical contractors on effective communication strategies, specifically shared decision-making, to get underserved populations in New York State screened for colorectal cancer; and was also funded by NYS DOH to lead a statewide TA center to meet current and emerging needs of community-based organizations serving hard-to-reach populations. * CAI has continued decades of work to address tobacco related health conditions, policies and behaviors through a number of projects including leadership of the SAMHSA-funded National Center of Excellence for Tobacco-Free Recovery (CoE-TFR). In FY25, CAI facilitated 113 TA sessions, 8 webinars, and led both statewide and cross-state Leadership Academies. Through CoE-TFR, CAI has engaged state public health and behavioral health leaders, including representatives from tobacco control, behavioral health, Medicaid, chronic disease, cancer prevention, and related systems, to collaboratively plan and implement statewide Tobacco-Free Recovery strategies. Ongoing local initiatives include Project BAT (Black People Against Tobacco), funded by the CDC and operating in Jackson, MS - for which we conducted 10 Community Action Group (CAG) meetings and 20 trainings for local CBOs on the CAG-developed intervention Can We Talk; the NYS DOH-funded Advancing Tobacco Free Communities in Erie and Niagara Counties, for which our work led to a Tobacco-Free Outdoor (TFO) town ordinance, smoke-free housing policies in 192 housing units, 13 earned media placements, education provided to approximately 450 youth, and more; and the NYS DOH-funded Center for Health Systems Improvement for a Tobacco-Free NY, for which CAI designed and led the NYS 2025 Behavioral Health Tobacco Summit and facilitated over 40 TA encounters. * CAI's Community Health Worker (CHW) Certified Training and Apprenticeship Program, funded by HRSA, is increasing the number of highly skilled CHWs in underserved communities in New York City by partnering closely with local health care organizations to recruit, train and support workers who are from the same communities as the people they serve. Unlike some traditional CHW training programs housed in academic institutions, we recruit participants who are not already engaged in career or educational pathways by working closely with employers and community-based partners to identify individuals interested in pursuing a health career. This creates new pathways to good jobs that would not otherwise exist for trainees. During FY25, CAI led 4 CHW training cohorts and provided 190 sessions of job coaching/career counseling/wraparound support facilitation. Form 990, Part III, Line 4, Part 2

* CAI implements the HOPE Buffalo collaborative project, which uses a collective impact approach with CAI as the backbone, to improve adolescent wellbeing and reduce teen pregnancy and sexually transmitted infection rates for youth in Buffalo, NY. This youth and community-driven approach mobilizes, empowers, and promotes ownership of the initiative by the Buffalo community, and CAI provides capacity building to collaborative partners, providers, school staff, caring adults, and youth to build community capacity to advance adolescent health. The current HOPE Buffalo contract (2023 to 2028) builds on successful work dating back to 2015. In FY25, HOPE Buffalo facilitated 55 events with more than 930 participants, ranging from Youth Leadership Team and Steering Committee meetings, to trainings on evidence-based interventions and topics like connecting with community colleagues. * CAI was awarded a third contract to serve as the NYS Sexual Violence Prevention (SVP) Resource Center (previously the Center for SVP Training and Technical Assistance), funded by the NYS DOH. In this project, CAI has built the capacity and skill of regional centers and community partners to develop, deliver, and evaluate programs that prevent sexual violence through training, TA, resources, and expertise - building a comprehensive understanding of authentic community engagement that empowers community ownership and promotes a holistic approach to SVP. In FY25, CAI facilitated 2 trainings, 43 TA sessions, and launched the Community Needs Assessment Toolkit to help programs identify and respond to community needs through a structured process focused on three core elements: defining the priority population, identifying the focus area, and planning a community engagement strategy. It includes practical tools for data collection and analysis-such as survey templates, interview and listening session guides, and observation worksheets-along with tips for adapting them based on organizational capacity. * During FY25, CAI concluded its prior CDC-funded National HIV Classroom Learning Center (NHCLC) grant cycle and initiated a new five-year award under CDC PS24-0020 through which CAI implements two components: Instructor-led Training for High-Impact HIV Prevention (Component B) and Technical Assistance for High-Impact HIV Prevention (Component D). Through Component B, CAI continues to provide in-person and live virtual training to health department and community-based organization staff on high-impact, HIV prevention interventions, public health strategies, and nationally significant topics. Through Component D, CAI provides tailored TA to health departments and community-based organizations to strengthen organizational capacity for planning, implementation, and evaluation of comprehensive HIV prevention programs and response to syndemic conditions. In FY25, CAI conducted over 100 virtual and in-person live trainings in English and Spanish, on a wide range of topics and interventions; and delivered 57 TA sessions. * As the Coordinating Center for Improving Health Equity and Maternal and Infant Health Outcomes Through Community-Based Activities (MIH), funded by the New York City Department of Health & Mental Hygiene, CAI helps providers and organizations to enhance their services and advance best practices in areas essential to women's and infants' health, such as breastfeeding, safe sleep, mental health, and more. This initiative brings together 12 community-based, grassroots organizations in the zip codes of New York City with the highest maternal and infant mortality rates. In FY25, CAI administered trainings such as Upping Your Game: Workshop Facilitation Skills Training and Normalizing Substance Use Education; MIH: A Health Equity Approach: Moving from "What" to "How;" MIH Learning Collaborative: Taking Lessons from the NYC Maternal Mortality Review Committee's Blueprint; and MIH Learning Collaborative: Stronger Families, Healthier Futures for MIH program direc
