Child trends, inc. (child trends) is a nonprofit, nonpartisan research organization dedicated to improving the lives of children by conducting research and providing science-based information to improve the decisions, programs and policies that affect children and their families. In advancing its mission, child trends collects and analyzes data; conducts, synthesizes, and disseminates research; designs and evaluates programs; and develops and tests promising approaches to research in the field.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The federal form 990 draft is reviewed by the chief financial officer and the president. The final draft of the federal form 990 is reviewed by the finance committee of the board of directors. Prior to filing the return with the internal revenue service, a final draft of the federal form 990 is provided via email to the entire board of directors.

Form 990, Part VI, Section B, Line 12C

There is a committee of rfp evaluators who consider potential conflicts of interest that may exist with potential new funders. The president, the chief operating officer (coo) and the vice president of education research and youth development regularly review new funder relationships, vendor relationships and board of directors relationships to be sure to avoid any potential conflicts of interest. Service on the board of directors is a volunteer service, accordingly, there is no compensation paid to board members. The president, the coo and the vice president of education research and youth development also request the employees to disclose any potential conflicts at the end of each year. Upon receipt of a completed disclosure, the appropriate reviewer will determine whether an actual, potential, or perceived conflict of interest exists. Disclosures identified by the coo as being below the threshold for significant financial interest and which represent no conflict of interest will be allowed to proceed without special safeguards or oversight, i.e., no management plan will be needed. The coo will inform human resources and the individual in writing that the proposed activity will be permitted without management or oversight. Where a significant financial interest is involved, the coo will work with the vice president of education research and youth development, hr, and the individual to develop a management plan. The management plan will address specific actions to be undertaken to avoid any potential conflict given the financial interest, measures of oversight and accountability, notices to ensure full transparency within and outside the organization as appropriate, signing by all parties to comply with the plan, and penalties for anyone found not to be following the plan. The plan must be approved by the president. An individual can expect disposition within a reasonable amount of time (normally, 45 calendar days) provided the reviewer has received a full and accurate disclosure from the individual.

Form 990, Part VI, Section B, Line 15

Salary reviews utilizing available market data are conducted on an ongoing basis to determine the competitiveness of staff and executive salaries. Every two years, or more regularly as determined necessary, a compensation consultant is used to conduct an organization wide salary range review against market data. A summary review is provided to the president, coo and cfo for review, and any adjustments are made to the existing salary bands as necessary. Salary increases are determined based on position and promotion (tied to performance and experience). A salary escalation percentage is included in the annual budget for positions and promotion increases and presented to the board of directors for approval. The executive committee recommends the president's salary. The salaries of the president's direct reports are provided to the executive committee for review and approval. The last compensation study was implemented in october 2019.

IRS990/Desc0EARLY CHILDHOOD DEVELOPMENT CHILD TRENDS IS CONDUCTING THE HOME VISITING WORKFORCE STUDY FOR FIRST 5 CALIFORNIA WHICH AIMS TO HELP UNDERSTAND THE LANDSCAPE OF CALIFORNIA HOME VISITING WORKFORCE, INCLUDING CHARACTERISTICS OF EXISTING WORKFORCE AND EFFICACY OF WORKFORCE PREPARATION PROGRAMS, AS WELL AS THE PROJECTED NEEDS. WITH THIS INFORMATION, CALIFORNIA CAN CONTINUE TO REFINE THEIR SYSTEMS FOR SUPPORTING THE PRE-SERVICE AND IN-SERVICE TRAINING, RECRUITMENT, RETENTION AND EFFECTIVENESS OF THE HOME VISITING WORKFORCE. THE STUDY IS PROVIDING CALIFORNIA WITH INFORMATION ON EXISTING COMPETENCY MODELS AND HOW THESE COMPETENCIES COULD FORM THE BASIS OF A CREDENTIALING SYSTEM. THE STUDY WILL ALSO EXPLORE THE ROLE THAT INSTITUTIONS OF HIGHER EDUCATION CAN PLAY IN THE INFRASTRUCTURE TO SUPPORT THE HOME VISITING WORKFORCE. CHILD TRENDS WAS AWARDED A COMPETITIVE TASK ORDER ORIGINALLY IN 2008 AND RENEWED IN 2013 AND 2020, TO CONDUCT RESEARCH TO ANSWER QUESTIONS IDENTIFIED BY THE OFFICE OF PLANNING, RESEARCH, AND EVALUATION (OPRE) THAT WILL INFORM THE ACTIVITIES OF PROGRAMS PROVIDING SERVICES TO LOW-INCOME, AT-RISK CHILDREN AND FAMILIES. THE PROJECT SUPPORTS THE PROVISION OF EXPERT CONSULTATION, ASSESSMENT, AND ANALYSIS IN CHILDCARE AND EARLY EDUCATION POLICY AND RESEARCH TO THE OPRE, INCLUDING ACTIVITIES RELATED TO: PROVIDING EXPERT ADVICE, ASSISTANCE, AND CONSULTATION IN SUPPORT OF THE AGENCY'S RESEARCH PRIORITIES AND GOALS; CONDUCTING STUDIES TO INFORM POLICY AND PRACTICE AND THE DEVELOPMENT OF NEW RESEARCH PRIORITIES; IDENTIFYING AND REFINING MEASURES AND INSTRUMENTS TO IMPROVE THE COLLECTION OF DATA RELATED TO PROGRAM POLICIES AND PRACTICES, AND TO PROGRAM OUTCOMES FOR FAMILIES AND CHILDREN; IDENTIFYING SOURCES OF DATA AND CONDUCTING STATISTICAL ANALYSES ON NATIONAL AND OTHER ORIGINAL DATA-SETS TO ANSWER QUESTIONS OF RELEVANCE TO THE AGENCY ON CHILD CARE UTILIZATION, CHILD CARE SUPPLY, AND THE EFFECTS OF CHILD CARE AND OTHER EARLY CHILDHOOD POLICIES ON PARENTAL AND CHILD OUTCOMES; AND PROVIDING TECHNICAL ASSISTANCE AND EXPERTISE IN THE PREPARATION OF WRITTEN MATERIALS AND CONVENING OF EXPERT EARLY CHILDHOOD STAKEHOLDERS. THIS TASK ORDER ALSO COVERS PLANNING AND FACILITATION ON MEETINGS OF EXPERTS ON CHILDCARE RESEARCH ISSUES OF RELEVANCE TO THE ADMINISTRATION FOR THE CHILD CARE AND DEVELOPMENT FUND (CCDF) AND OTHER EARLY CHILDHOOD PROGRAMS IN STATES, TERRITORIES, AND TRIBES. WITH FUNDING FROM THE US DEPARTMENT OF HEALTH AND HUMAN SERVICES, OFFICE OF PLANNING, RESEARCH AND EVALUATION, CHILD TRENDS IS DESIGNING AND ASSESSING THE FEASIBILITY OF IMPLEMENTATION FOR A SPECIFIC METHODOLOGY (THE BREAKTHROUGH SERIES COLLABORATIVE, OR BSC) TO PROMOTE THE UPTAKE AND SUCCESS OF EVIDENCE-BASED PRACTICES IN BOTH CHILD CARE AND HEAD START SETTINGS. THE PROJECT INCLUDES A LITERATURE REVIEW AND THE DEVELOPMENT OF A THEORY OF CHANGE IN ADDITION TO DIRECT DATA COLLECTION. IN ADDITION, THE PROJECT INCLUDES SEVEN CHILD CARE AND HEAD START PROGRAMS IN THE CITY OF BOSTON THAT PARTICIPATED IN A 12-MONTH BSC FOCUSED ON SOCIAL-EMOTIONAL LEARNING. DATA WERE COLLECTED TO UNDERSTAND PARTICIPATION IN THE BSC AND INITIAL PROGRESS TOWARDS OUTCOMES. FINALLY, THE PROJECT INCLUDES A PROPOSED STUDY DESIGN FOR A LARGER EFFORT BUILDING FROM THE PILOT DATA COLLECTION.
