(child trends) is a nonprofit, nonpartisan research organization dedicated to improving the lives of children by conducting research and providing science-based information to improve the decisions, programs and policies that affect children and their families. In advancing its mission, child trends collects and analyzes data; conducts, synthesizes, and disseminates research; designs and evaluates programs; and develops and tests promising approaches to research in the field.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The federal form 990 draft is reviewed by chief financial officer and the president. The final draft of the federal form 990 will be reviewed by the finance committee of the board of directors. Prior to filing the return with the internal revenue service, a final draft of the federal form 990 is provided via email to the entire board of directors.

Form 990, Part VI, Section B, Line 12C

There is a committee of rfp evaluators who consider potential conflicts of interest that may exist with potential new funders. The president, chief financial officer, and the senior vice president of operations regularly review new funder relationships, vendor relationships and board of directors relationships to be sure to avoid any potential conflicts of interest. Service on the board of directors is a volunteer service, accordingly, there is no compensation paid to board members. The president, the chief financial officer, and the senior vice president of operations also request its employees to disclose any potential conflicts at the end of each year. Upon receipt of a completed disclosure, the appropriate reviewer will determine whether an actual, potential, or perceived conflict of interest exists. Disclosures identified by the senior vice president of research & operations (svpro) as being below the threshold for significant financial interest and which represent no conflict of interest will be allowed to proceed without special safeguards or oversight, i.e., no management plan will be needed. The svpro will inform human resources and the individual in writing that the proposed activity will be permitted without management or oversight. Where a significant financial interest is involved, the svpro will work with the sdcca, hr, and the individual to develop a management plan. The management plan will address specific actions to be undertaken to avoid any potential conflict given the financial interest, measures of oversight and accountability, notices to ensure full transparency within and outside the organization as appropriate, signing by all parties to comply with the plan, and penalties for anyone found not to be following the plan. The plan must be approved by the president. An individual can expect disposition within a reasonable amount of time (normally, 45 calendar days) provided the reviewer has received a full and accurate disclosure from the individual.

Form 990, Part VI, Section B, Line 15

Salary reviews utilizing available market data are conducted on an ongoing basis to determine the competitiveness of staff and executive salaries. Every two years, or more regularly as determined necessary, a compensation consultant is used to conduct a an organization wide salary range review against market data. A summary report is provided to the compensation committee for review, and any adjustments are made to the existing salary bands as necessary. Salary increases are determined based on position and promotion (tied to performance and experience). A salary escalation percentage is included in the annual budget for positions and promotion increases and presented to the board of directors for approval. The compensation committee of the board of directors recommends the president's salary to the executive committee for a decision. The salaries of the president's direct reports and key employees are provided to the compensation committee for review and approval. The last day the compensation review was made in december 2015.

IRS990/Desc0EARLY CHILDHOOD DEVELOPMENT - THE ARIZONA EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD, ALSO KNOWN AS FIRST THINGS FIRST, WAS ESTABLISHED TO DEVELOP A HIGH-QUALITY EARLY CHILDHOOD SYSTEM THAT SUPPORTS THE HEALTHY DEVELOPMENT OF ALL CHILDREN BIRTH THROUGH AGE FIVE IN ARIZONA. ONE OF ITS KEY STRATEGIES IN DEVELOPING A HIGH-QUALITY EARLY CHILDHOOD SYSTEM WAS THE CREATION OF QUALITY FIRST, ARIZONA'S VOLUNTARY QUALITY RATING AND IMPROVEMENT SYSTEM (QRIS). FIRST THING FIRST HAS CONTRACTED WITH CHILD TRENDS TO CONDUCT THE FIRST PHASE OF AN IMPLEMENTATION AND VALIDATION STUDY OF QUALITY FIRST. THIS PROJECT IS ADDRESSING ARIZONA'S QUALITY FIRST IMPLEMENTATION AND VALIDATION PHASE ONE STUDY BY: (1) SUPPORTING ARIZONA'S EFFORTS TO IMPLEMENT A QRIS THAT MEASURES QUALITY IN A MEANINGFUL WAY; (2) SUPPORTING ARIZONA'S EFFORTS TO IMPLEMENT AN INFRASTRUCTURE THAT PROMOTES CONTINUOUS QUALITY IMPROVEMENT AND DATA MANAGEMENT; AND (3) UTILIZING CLEAR, VALID, AND EFFICIENT PROCEDURES FOR VERIFYING PROGRAM QUALITY. THE COLORADO DEPARTMENT OF HUMAN SERVICES HAS CONTRACTED WITH CHILD TRENDS TO CONDUCT THE QUALITY RATING AND IMPROVEMENT SYSTEM EVALUATION FOR THE STATE OF COLORADO. THE GOAL OF THIS STUDY IS TWO-FOLD: (1) CONDUCT A FORMATIVE IMPLEMENTATION EVALUATION OF THE PLANNING PHASE OF LAUNCH TOGETHER TO INFORM FUTURE PRACTICE AND CONTINUOUS QUALITY IMPROVEMENT AND (2) EVALUATE THE INSTALLATION PHASE OF THE INITIATIVE TO IDENTIFY POLICY AND SYSTEMS CHANGES AT THE STATE AND LOCAL LEVELS. THE FOCUS TIERED QUALITY RATING AND IMPROVEMENT SYSTEM (TQRIS) IS THE THIRD GENERATION OF A NEW MEXICO RATING SYSTEM AND IS SCHEDULED TO REPLACE THE CURRENT AIM HIGH RATING SYSTEM. EACH GENERATION OF TQRIS IN NEW MEXICO HAS BUILT UPON AND IMPROVED UPON THE PREVIOUS GENERATION. FOR FOCUS TQRIS, THE UNIVERSITY OF NEW MEXICO'S CENTER FOR EDUCATIONAL POLICY RESEARCH, ON BEHALF OF THE NEW MEXICO CHILDREN, YOUTH AND FAMILIES DEPARTMENT, HAS CONTRACTED WITH CHILD TRENDS TO CONDUCT ACTIVITIES THAT WILL SUPPORT THE DEVELOPMENT, IMPLEMENTATION AND VALIDATION OF THE NEW FOCUS TQRIS AND TO PROVIDE GUIDANCE AND ASSISTANCE TO ENSURE THAT THE TRANSITION TO FOCUS IS SUCCESSFUL. THREE PRIMARY COMPONENTS OF THE WORK HAVE BEEN ARTICULATED FOR THE CONTRACT: SUPPORTING THE DEVELOPMENT AND IMPLEMENTATION OF THE NEW RATING CRITERIA IN FOCUS THAT EMPHASIZE AN INTENTIONAL FOCUS ON CHILDREN'S LEARNING THROUGH THE OBSERVATION-DOCUMENTATION-CURRICULUM PLANNING CYCLE AND VALIDATING THE NEW SYSTEM; DEVELOPMENT AND VALIDATION OF TOOLS AND PROCESSES THAT WILL PROVIDE THE FOUNDATION FOR CONTINUOUS QUALITY IMPROVEMENT CRITERIA IN FOCUS; AND, PROVISION OF SUPPORT FOR THE TRANSITION TO FOCUS THROUGH ASSISTANCE WITH THE DEVELOPMENT OF POLICIES, PROCEDURES AND TRAINING.
