“During 2003, ehcci became an affiliate of the promesa systems, inc. ("promesa") network of not-for-profit community service organizations, in order to centralize administrative functions and allow ehcci to focus its efforts on the program services it provides to the community. In conjunction with this affiliation, ehcci entered into an agreement with promesa administrative services organization ("paso"), an affiliate of promesa, whereby paso will provide ehcci with all infrastructure and administrative functions, as well as assistance with compliance and operational issues as they arise. Ehcci is obligated to pay paso for such services on the basis of an agreed-upon allocation for personnel, space, equipment, administration, overhead, utilities, and other applicable costs as set forth in the agreement. During 2011, promesa changed its name to the acacia network, inc.”
