To conduct and facilitate research regarding the economic and environmental conditions and resources and the social well-being of the northeast region of the united states. To publish and disseminate information and findings with respect to such research. To provide the northeast states advice, information and findings regarding the economic conditions and resources in the region.

Form 990, Line 4D - Other Program Services Description

Transportation and rail program - a priority program of the center whose opertion and financial affairs are administered by the center as provided by the center's bylaws. Funding is provided by participating states. Activities include sharing information, identifying issues, and undertaking collaborative activities on issues related to intercity passenger rail and freight rail and transportation. Energy/environment program - a priority program of the center whose operational and financial affairs are administered by the center as provided by the center's bylaws. Funding is provided by participating states. The energy working group, composed of representatives from the member coneg states, work cooperatively to share information, identify issues, and undertake collaborative activities of mutual interest to the region in such areas as energy infrastructure, regional energy markets and other related energy programs of interest to the states. Northeast corridor commission state support - in the fall of 2010, the state members of the northeast corrdior infrastructure and operations advisory commission agreed to fund the center for intensive staff services to support the states' collective participation on the commission. Services include hosting regular conference calls of state officials, assisting the commission chair in identifying and analyzing shared regional concerns and priorities for the commission's work plan; drafting documents for the state members' consideration and its various subcommittees as appropriate, and other wise assisting the state members in preparation for the commission's quarterly and other meetings. The special assessment was continued for fiscal year 2016.

Part X - Fin 48 Footnote

The Center is a nonprofit organization that is exempt from income tax under Section 501 (c)(3) of the Internal Revenue Service as other than a private foundation. The Center has analyzed tax positions taken for filing with the Internal Revenue Service and all state jurisdictions where it operates. The Center believes that income tax filing positons will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse affect on the Center's financial condition, results of operations or cash flows. Accordingly, the Center has not recorded any reserves or related accruals for interest and penalties for uncertain income tax positons at June 30, 2016 and 2015. The Center is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. The Center's policy is to classify income tax related interest and penalties in interest expense and other expenses. The Center has not earned unrelated business income during the years ended June 30, 2016 and 2015. For tax purposes, the Center's open audit years are 2012-2014.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt1The Center is a nonprofit organization that is exempt from income tax under Section 501 (c)(3) of the Internal Revenue Service as other than a private foundation. The Center has analyzed tax positions taken for filing with the Internal Revenue Service and all state jurisdictions where it operates. The Center believes that income tax filing positons will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse affect on the Center's financial condition, results of operations or cash flows. Accordingly, the Center has not recorded any reserves or related accruals for interest and penalties for uncertain income tax positons at June 30, 2016 and 2015. The Center is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. The Center's policy is to classify income tax related interest and penalties in interest expense and other expenses. The Center has not earned unrelated business income during the years ended June 30, 2016 and 2015. For tax purposes, the Center's open audit years are 2012-2014.
