Mission

Cluster community services assists residents in westchester and rockland counties to build a better future for themselves and their communities through services such as: mental health housing, eviction and homelessness prevention, mediation, lemon law arbitration, restorative justice and programs for children and teens that include after-school, summer camp and adolescent life skills development.

Cluster provides programs and services that assist residents in yonkers, westchester county, and rockland county to build a better future for themselves and their communities. All of our programs seek to empower individuals, families, and communities to fulfill their dreams and potential. Mental health residential services provides housing to individuals with psychiatric disabilities. The mediation center provides mediation, arbitration, eviction prevention, restorative justice services & conflict resolution. Housing services include tenant education & code enforcement issues. Youth & family programs include after-school programs and summer day camp.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Congregations linked in urban strategy to effect renewal inc. ("cluster") has its form 990 prepared by an outside accounting firm and has established the following review process to ensure that the information reported is complete and accurate. When the form 990 has been prepared, reviewed by management and is ready to be filed with the internal revenue service, it is electronically sent to the audit committee of the board for any comments. Any comments are then grouped, summarized and provided to the outside accountants. Each issue is documented and addressed until the return is finalized and approved for filing. After review and approval by the audit committee, the form 990 is sent to the full board for review and a recommendation is made by the audit committee for board approval.

Form 990, Part VI, Section B, Line 12C

The organization currently has in place a conflict of interest policy. The policy is applicable to executive staff, officers, and members of the board, and is monitored by the corporate compliance officer and corporate compliance committee on an annual basis. In addition, the policy is updated as needed, with the last policy update completed in july 2013. Furthermore, annually, all executive staff, officers, and members of the board of directors are required to submit a conflict of interest disclosure form. These are reviewed by the compliance officer and the corporate compliance committee. If, in the judgment of the corporate compliance committee, executive director or the corporate compliance officer a conflict of interest is found to exist, the appropriate action will be taken to remediate the situation and eliminate any potential impact from the conflict of interest. This may include the recusal of the individual with the conflict from voting on the matter. Any employee who believes he or she may have either a real or potential conflict of interest, or any supervisor who believes that he or she knows of an employee who may have a real or potential conflict of interest, should immediately notify their supervisor and/or the corporate compliance officer and/or the executive director as appropriate. If, in the judgment of the corporate compliance committee, executive director or the corporate compliance officer a conflict of interest is found to exist, the appropriate action will be taken to remediate the situation and eliminate any potential impact from the conflict of interest.

Form 990, Part VI, Section B, Line 15

The board of directors determines compensation for the executive director and the fiscal director by reviewing appropriate and adequate data, such as information included in regional non-profit salary surveys, to determine the reasonableness of compensation being considered. It was determined that the salaries approved at that time were well below the market rate for similar-sized nonprofits. The decision of the board and approval of the compensation is adequately documented in the minutes of the executive committee of the board and the minutes of the board of directors. Salaries were last reviewed in 2016.

The organization makes its form 990 available for public inspection as required under section 6104 of the internal revenue code. The return is posted on guidestar.org and other similar types of websites. In addition, the financial statements, conflict of interest policy, articles of incorporation, form 990, form 1023, governing documents and by-laws are also available upon written request or by calling the organization directly.

Funds are held by cluster on behalf of clients. Such funds represent amounts received by clients and other clients' funds deposited with cluster for safekeeping. These funds are disbursed by cluster at the request of, or on behalf of, clients for their personal use.

PART X, LINE 2:

Cluster recognizes the effect of income tax positions only if those positions are more likely than not to be sustained. Management has determined that cluster had no uncertain tax positions that would require financial statement recognition or disclosure. Cluster is no longer subject to examinations by the applicable taxing jurisdictions for years prior to december 31, 2013.

THREE LEVELS OF CARE ARE PROVIDED IN THIS PROGRAM: THE CONGREGATE LEVEL - TWO 24 HOUR SUPERVISED LIVING RESIDENCES, A TREATMENT APARTMENT PROGRAM, AND 98 UNITS OF PERMANENT SUPPORTED HOUSING. IN 2016, THIS PROGRAM SERVED 171 INDIVIDUALS AND 65.5% OF DISCHARGES FROM THE PROGRAM WERE TO A MORE INDEPENDENT LEVEL OF CARE. ADDITIONAL SERVICES PROVIDED TO THE RESIDENTS INCLUDE GROUPS IN WELLNESS SELF-MANAGEMENT, WORKSHOPS WITH A LOCAL ARTIST, A GARDENING PROGRAM, AND EXERCISE SESSIONS AT THE YMCA. OUR VOCATIONAL PILOT CONTINUED THROUGH 2016 WITH JOB READINESS TRAINING, RESUME WRITING, JOB FINDING AND JOB COACHING. OF THE 78 CLIENTS WHO PARTICIPATED IN THIS VOCATIONAL COMPONENT, 18 HAVE FOUND NEW EMPLOYMENT AND 7 HAVE SUSTAINED EMPLOYMENT.

STAFF MEMBERS PROVIDED BUDGET REVIEW AND COUNSELING, CONCILIATED AGREEMENTS BETWEEN LANDLORDS AND TENANTS, SECURED EMERGENCY FUNDS, AND PREVENTED TENANTS AND THEIR FAMILIES FROM LOSING THEIR APARTMENTS AND BECOMING HOMELESS. IN 2016, HOUSING ASSISTANCE SERVICES, TRIAGES AND OTHER REFERRALS WERE PROVIDED IN 1,298 REFERRED CASES. THESE INTERVENTIONS ENABLED US TO SUPPORT THE PRESERVATION OF EXISTING HOUSING IN 187 OF THESE CASES.
