Form 990, Part VI, Section A, Line 3

The organization has entered into a property management agreement with an unrelated third party, arco management corp, which provides property management, bookkeeping services and administrative services to the entity. The total paid to arco management corp during the calendar year for these services was $ 80,393. Additionally, the town of clarkstown, the sponsor of the organization and a related entity, performs certain other tenant management duties on behalf of the organization. The organization reimbursed the town of clarkstown $125,000 for these services during the year.

The organization has its form 990 prepared by an outside accounting firm and has established the following review process to ensure that the information reported is complete and accurate. Once the form 990 has been prepared, reviewed by management and and is ready to be filed with the internal revenue service, it is sent to the president of the board for approval prior to be filed with the internal revenue service.

FORM 990, PART VII, SECTION A:

Clarkstown middlewood housing development fund company, inc. (the "entity") is a component unit of the town of clarkstown, a governmental unit and related entity. Certain individuals on the entity's board are compensated by the town of clarkstown in their capacity as government officials for the town of clarkstown. The entity has exerted reasonable effort but is unable to secure complete and accurate compensation data paid by the town of clarkstown. The entity lacks direct access to the relevant payroll documents to report the total compensation paid to these government officials as compensation paid by a related organization on form 990, part vii. The entity has no influence or control over the compensation setting process and, as such, the town of clarkstown does not share nor provide the compensation data to the entity. While the base compensation of such government officials may be publicly available, the entity is unable to ascertain the individual's total compensation including any deferred compensation, taxable and/or nontaxable fringe benefits that these individuals may or may not receive as employees of the town of clarkstown. To the best of its knowledge, the entity believes it has met the reasonable effort standard and is unable to disclose the individual's compensation paid by town of clarkstown.

PART IV, LINE 2B:

Funds for personal use of residents and funds received as security deposits for services are held in trust for them by the entity. The funds are segregated in a separate interest-bearing account for the tenants' benefit and are not available for other uses.

PART X, LINE 2:

The entity recognizes the effect of income tax positions only if those positions are more likely than not to be sustained. Management has determined that the entity had no uncertain tax positions that would require financial statement recognition or disclosure. The entity is no longer subject to examinations by the applicable taxing jurisdictions for periods prior to december 31, 2017.
