“Nys pef represents approximately 50,000 members and 2,000 non-members.”

“The members of pef elect new statewide officers (president, secretary-treasurer, three vice presidents), trustees, regional coordinators and executive board members on a 3 year cycle and quarterly for any vacancies that may occur. The statewide officers (president, secretary-treasurer, 3 vice presidents) and trustees are elected by the entire membership. Pef is divided by county into 12 regions - each region elects a region coordinator to represent them. Pef's membership is further divided into 19 departments. These 19 departments elect one executive board member for every 500 members. The elections are administered by the american arbitration association. Current terms began 08/01/2018. Next term begins 08/01/2021. These members meet quarterly to conduct pef business. In addition, pef has an annual convention where delegates are elected by agency/facility on a ratio of 1 delegate for 50 members. These delegates, per the pef constitution have the final power of authority in the organization. They have the power to require and receive reports, adopt a legislative program, act on amendments to the constitution of pef, establish general policies through resolutions and act on other business as necessary.”

“One of pef's main intitatives is to negotiate a contract with nys for the members pef represents. This contract is approved by the executive board and then sent to the membership for ratification.”

“Pef has several internal committees that meet and report to the executive board. While minutes are taken at some meetings, it is not required of all meetings. These committees make recommendations to the executive board, they do not have authority to enact any policies or procedures in the union.”

“The 990 is emailed to the board prior to submission.”

“Pef's salaries are based on two salary schedules, one for management confidential employees and one for union represented employees. These salary schedules were established over 20 years ago and changes that are made either by percentage or incremental increases are a result of contract negotiations and approval by the executive board.”

“Pef's governing document - the pef constitution and the pef policy manual are available on the pef website, www.nyspef.org. The financial statements are printed in the comminicator, pef's publication that is available to all members and non-members of the organizations. There are also two special publications - the annual report to the members and to the delegates that includes financial and organization information and is available to the membership. With the implementation of the seiu ethics policy, the entire executive board and staff are required to go through training where a copy of the policy is received.”

“Post-retirement charges 877,494. Contributions to temporarily restricted net assets 184,801. Transfer to pef land holding corp to cover depreciation expense -54.”

“The organization has a committee to oversee the financial statement audit and the selection of the independent auditor, there has been no change from the prior year.”
