Mission

Cases' mission is to increase public safety through innovative services that reduce crime and incarceration, improve behavioral health, promote recovery and rehabilitation, and create opportunities for success in the community. We believe in a new york city in which a person's previous criminal involvement or behavioral health needs do not limit the opportunity to engage in the support and treatment services they need to succeed.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The independent auditor prepares the form 990 and all required schedules based on information provided by our fiscal staff. The draft 990 is then reviewed by the cfo. Once that review is complete, it is distributed to key staff memebers including the ceo/president, general counsel/secretary and executive team. The final draft 990 is then distributed to the board of trustees for discussion and review at their next scheduled meeting. Following discussion, the board of trustees votes on the approval of the 990. Once approved, the form 990 is signed by the appropriate officers and the independent auditor or cfo file with the irs.

Form 990, Part VI, Section B, Line 12C

Our conflict of interest policy is written in the personnel policies and procedures manual, which is given to each employee upon hire. We may also send an email to staff from time to time reminding them of the policy. A conflict of interest policy for trustees and officers is written in the trustee handbook and is given to each new trustee and officer on an annual basis. The secretary or cfo of the corporation sends to each trustee and officer the policy, a list of agency funders and vendors with whom the agency transacts $2,000 or more of business annually, and a disclosure questionnaire approved by the president, concerning possible conflicts of interest. Each trustee and officer is asked to complete, sign, and return the questionnaire to the secretary. Upon disclosure of material facts pertinent to a potential conflict of interest, the trustees determine if a conflict exists. If so, the interested party does not participate in decision-making regarding any transaction or venture in which he or she has an interest. Discussions and decisions regarding conflicts of interest are documented in meeting minutes.

Form 990, Part VI, Section B, Line 15A

The compensation of the ceo/president is set by the board of trustees. The board of trustees has sole power to authorize the payment salaries or compensation to any and all officers and require an affirmative vote of the entire board of trustees. The board of trustees may delegate this power on an annual basis to the president, for one or more officers other than the president and chair of the board. In determining compensation levels, the board of trustees and/or president review salaries of individuals in the same or comparable positions at comparable organizations as determined by budget size, number of staff, and the type of program operations. They also may look at published surveys such as those published by the non-profit coordinating committee of new york professionals for non-profits and guidestar. The salaries are reviewed on an annual basis and the survey of compensation at comparable organizations is done every other year. The board of trustees contemporaneously documents the basis for determination.

Cases' governing documents, conflict of interest form, form 990 and financial statements are made available to the public upon request. The form 990 is available on the guidestar website. Our statements of financial position and statement of activities are included in our printed annual report and our audited financial statements are available on our website. Cases applies the provisions pertaining to uncertain tax provisions (fasb asc topic 740) and has determined that there are no material uncertain tax positions that require recognition or disclosure in the financial statements. Cases is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Cases believes it is no longer subject to income tax examinations prior to 2017.

THE CASES NEWSTART PROGRAM PROVIDES AN ALTERNATIVE TO INCARCERATION/ALTERNATIVE SANCTION PRIMARILY FOR INDIVIDUALS WITH A HISTORY OF FREQUENT LOW-LEVEL/MISDEMEANOR CRIMINAL INVOLVEMENT, MANY OF WHOM ARE HOMELESS AND HAVE BEHAVIORAL HEALTH ISSUES INCLUDING MENTAL ILLNESS. NEWSTART PROVIDES ASSESSMENTS AND INDIVIDUALIZED PROGRAMMING INCLUDING COUNSELING, COMMUNITY SERVICE, DISCHARGE PLANNING, AND LINKAGES TO SERVICES IN THE COMMUNITY. THE MANHATTAN COURT-BASED INTERVENTION AND RESOURCE TEAM (CIRT) WAS LAUNCHED IN 2014 TO PROVIDE DIVERSION FROM THE CITY'S JAIL (RIKERS ISLAND) FOR PEOPLE WITH MENTAL ILLNESS AS AN ALTERNATIVE TO DETENTION (ATD) OR AS AN ALTERNATIVE TO INCARCERATION (ATI). ON JUNE 30, 2020, CIRT COMPLETED ITS OPERATIONS AND TRANSITIONED TO A NEW PROGRAM THE NATHANIEL COMMUNITY SUCCESS (NCS). NCS IS BASED ON A TEAM-BASED MODEL OF SERVICE DELIVERY TO ADDRESS THE COMPLEX NEEDS OF CRIMINAL LEGAL SYSTEM INVOLVED PEOPLE WITH MENTAL ILLNESS. 611 PARTICIPANTS WERE ADMITTED AND SERVED IN THE CIRT PROGRAM DURING 2014-2020. THE PROGRAM PERFORMED WITH 54 PERCENT OF CIRT PARTICIPANTS SUCCESSFULLY COMPLETING THE COURT-ORDERED MANDATES. OVERALL, THE AGE GROUPS 46 TO 59 AND THOSE AGED 60 AND OLDER WERE MORE LIKELY TO COMPLETE THE PROGRAM WITH SUCCESSFUL EXIT RATES OF 68 PERCENT AND 69 PERCENT, RESPECTIVELY. THE SUPERVISED RELEASE PROGRAM (SRP) PROVIDES AN ALTERNATIVE TO MONETARY BAIL AND PRETRIAL DETENTION FOR INDIVIDUALS ARRESTED FOR MISDEMEANOR AND NON-VIOLENT FELONY CRIMES. SRP INCLUDES COMMUNITY SUPERVISION, COURT REPORTING, AND REFERRALS TO ONGOING SUPPORT SERVICES IN THE COMMUNITY. IN FY20, SRP SERVICES WERE EXPANDED AND THE PROGRAM ADMITTED 2417 PARTICIPANTS. THE MANHATTAN MENTAL HEALTH COURT PROGRAM PROVIDES TRANSITIONAL CASE MANAGEMENT SERVICES FOR ADULTS WITH SERIOUS MENTAL ILLNESS INVOLVED IN THE MANHATTAN MENTAL HEALTH COURT. IN FY20, AN AVERAGE 60% OF PARTICIPANTS SUCCESSFULLY COMPLETED COURT SUPERVISION AND HAD THEIR LEGAL CASES SUCCESSFULLY RESOLVED.

IRS990/ProgSrvcAccomActy2Grp/Desc0BEHAVIORAL HEALTH SERVICES (BHS): THE CASES BHS SERVED NEARLY 500 PARTICIPANTS IN FY20 IN NINE PROGRAMS INCLUDING THE NATHANIEL ASSERTIVE COMMUNITY TREATMENT (NACT) TEAM, AN ALTERNATIVE-TO-INCARCERATION PROGRAM FOR ADULTS WITH SERIOUS MENTAL ILLNESS WHO WOULD OTHERWISE FACE JAIL OR PRISON AS THE RESULT OF FELONY CONVICTIONS. THE BHS ALSO INCLUDED THE MANHATTAN ACT, BROOKLYN ACT, THREE FORENSIC ACT TEAMS (FACT) AND INTENSIVE MOBILE TREATMENT (IMT) TEAMS. THE CASES FACT TEAMS ARE STATE-LICENSED PROGRAMS THAT WORK WITH INDIVIDUALS WITH SERIOUS MENTAL ILLNESS, PROVIDING INTENSIVE, MOBILE SERVICES TO CLIENTS IN THEIR COMMUNITY SETTINGS INCLUDING COUNSELING, NURSING, PSYCHIATRY, HOUSING ASSISTANCE, AND AS NEEDED PSYCHIATRIC REHABILITATION AND PEER SUPPORTS AND CRIMINAL LEGAL SYSTEM NAVIGATION FOR INDIVIDUALS WITH OPEN LEGAL CASES AND THOSE SUBJECT TO PROBATION AND PAROLE SUPERVISION. OUR INTENSIVE MOBILE TREATMENT (IMT) TEAMS ALSO PROVIDE A FULL RANGE OF COMMUNITY-BASED TREATMENT, PSYCHOSOCIAL REHABILITATION, AND PEER SUPPORT SERVICES TO ADULTS WITH SERIOUS BEHAVIORAL HEALTH NEEDS AND A HISTORY OF SIGNIFICANT DYSFUNCTION IN THE COMMUNITY. THE CASES HEALTH HOME PLUS CARE MANAGEMENT PROGRAM COMPLETED ITS SECOND YEAR OF SERVICES DELIVERING CARE COORDINATION AND HEALTH PROMOTION SERVICES PRIMARILY SERVING INDIVIDUALS WITH SERIOUS MENTAL ILLNESS AND CRIMINAL LEGAL SYSTEM INVOLVEMENT. IN FY20, SUCCESSFUL GRADUATES WERE SERVED IN F/ACT AND IMT TREATMENT SERVICES FOR AN AVERAGE OF 2.1 YEARS. THE BHS TREATMENT STAFF MADE MORE THAN 16,500 COMMUNITY TREATMENT VISITS AND OVER 7,300 TELEHEALTH VISITS WITH OUR CLIENTS AND/OR COLLATERAL CONTACTS. OVER THE PAST THREE FISCAL YEARS, 95% OF NACT GRADUATES HAD NO NEW FELONY CONVICTION IN THE TWO YEARS AFTER EXITING NACTA SIGNIFICANT REDUCTION GIVEN THAT ALL NACT CLIENTS ENTER THE PROGRAM AS AN ALTERNATIVE TO FELONY INCARCERATION.

WE ALSO PROVIDE A NEXT STEPS MENTORING PROGRAM FOR YOUNG PEOPLE IN BROOKLYN, A SUMMER YOUTH EMPLOYMENT PROGRAM, AND ADOLESCENT PORTABLE THERAPY (APT), THE LATTER PROVIDING INDIVIDUAL AND FAMILY THERAPY SERVICES IN A CLIENT'S HOME OR IN THE COMMUNITY AND INCLUDING YOUNG PEOPLES' FAMILIES IN TREATMENT TO PROMOTE BEHAVIORAL GOALS INCLUDING ADDRESSING MENTAL HEALTH SYMPTOMS, AVOIDING SUBSTANCE USE, IMPROVING EDUCATIONAL ATTENDANCE, STRENGTHENING FAMILY FUNCTIONING, AND REDUCING RECIDIVISM. DURING FY20, ON AVERAGE MORE THAN 62% OF YOUTH PARTICIPANTS SUCCESSFULLY COMPLETED THEIR CASES PROGRAM, WITH NEARLY 300 YOUTH PLACED IN SUBSIDIZED SUMMER JOBS, 28 PLACED IN UNSUBSIDIZED EMPLOYMENT, AND 12 EARNING THEIR HSE DIPLOMA AT CASES.

THE NATHANIEL CLINIC IS A STATE-LICENSED ARTICLE 31 CLINIC PROVIDING OUTPATIENT MENTAL HEALTH TREATMENT FOR INDIVIDUALS AND THEIR FAMILIES, INCLUDING INDIVIDUAL AND GROUP COUNSELING. IN FY20, THE NATHANIEL CLINIC WAS FUNDED TO BECOME A CERTIFIED COMMUNITY BEHAVIORAL HEALTH CLINIC (CCBHC), A BEST PRACTICE MODEL FOR COMMUNITY HEALTH. AS A CCBHC, THE NATHANIEL CLINIC'S MENU OF INTEGRATED, SINGLE-SITE SERVICES IS EXPANDING TO INCLUDE PRIMARY CARE, SUBSTANCE USE, FAMILY, PEER, AND CASE MANAGEMENT SERVICES ALONG WITH MENTAL HEALTH TREATMENT. THE CLINIC WILL ALSO HAVE ENHANCED CAPACITY TO PROVIDE MOBILE OUTREACH AND 24/7/365 CRISIS INTERVENTION. IN FY20, THE CASES NATHANIEL CLINIC RECEIVED 347 OF ITS REFERRALS FROM EXTERNAL CRIMINAL LEGAL SYSTEM PROVIDERS. OF THOSE, APPROXIMATELY 130 PEOPLE WITH MENTAL ILLNESS PARTICIPATING IN ATIS, PROBATION, AND PAROLE SUPERVISION, INCLUDING INDIVIDUALS RETURNING TO THE COMMUNITY FROM INCARCERATED WERE SUCCESSFULLY ENGAGED AND CONTINUED TO RECEIVE LONG-TERM ONGOING MENTAL HEALTH TREATMENT.
