Mission

Lifespire, inc. (the agency) serves individuals with developmental disabilities and their families through various programs which include, but are not limited to, residential, habilitation and day programs. The agency is funded through government programs, consumer contributions and gifts. It is the agency's aim to provide individuals with developmental disabilities the assistance and support necessary to achieve a level of functional behaviors and cognitive skills to enable them to maintain themselves in their community in the most integrated and independent manner possible.

For the organization's ceo, the board did contact outside independent company and/or individual to complete a "complete analysis" of similar not-for-profit organizations both in new york city and in larger metropolitan areas. The analysis took into consideration the annual revenue of the organization and other all forms of compensation. Then, the outside independent company provided the findings to the executive board committee with an acceptable range of all forms of reimbursement and a safe harbor letter. Once the executive board committee made their decision, the full board was appraised of the study and was given an opportunity to voice their concerns/issues. Then, the full board voted for the compensation package. For other top management or key employees, the process is more or less the same as mentioned above except the ceo did the research by himself. He used data from several sources like tax returns (form 990) of similar sized organizations, the study and document completed by the major professional groups and also not-for-profit press. He used these documents to establish benchmarks and combines this information with a review of the person's goals from the previous year (if any) to determine the compensation or increase.

Statement of organization's primary exempt purpose: lifespire, inc. Was chartered in 1951 as a not-for-profit membership corporation under the laws of the state of new york. Soon thereafter, lifespire became an advocate for people with intellectual disabilities in the city of new york. Lifespire is recognized throughout the state for its provision of innovative and effective services to individuals with developmental disabilities. Committed to the principles of person-centered planning and choice, lifespire enjoys a reputation for providing unique services that satisfy the unmet needs of a largely overlooked population. Lifespire is committed to the principle that all individuals with a developmental disability are able to become contributing members of their family and community thereby achieving a sense of self-worth and self-actualization. It is lifespire's aim to provide these individuals with the assistance and support necessary to achieve the optimum level of functional behaviors and cognitive skills necessary to maintain themselves in their community in the most integrated and independent manner possible. In furthering its exempt purposes, lifespire serves over 5,000 developmentally disabled individuals each day by operating programs which are designed to assist the individuals served in becoming as independent as possible. These services, which are available at no cost and without regard to race, color, creed, national origin or sexual orientation, include: - residential services - waiver services - mental health services - vocational services - other program services residential services: $41,243,227 provide a variety of options, dependent upon the level of assistance needed by each individual. Each facility allows the highest degree of independence. Some of these options include: - intermediate care facilities: offer comprehensive professional residential services. Also offered is care for adults with multiple disabilities. - community residences: provide structured and supervised community living services. - individualized residential alternatives: innovative residential services individually designed for developmentally disabled adults whose needs may not be met by traditional services. Waiver services: $40,436,590 offer greater choices for individualized treatment and training to people with deficits in self care and domestic and independent living skills. Some of these services are: - community habilitation: an in-home trainer helps the individual in the privacy of his/her own home and community to acquire and improve skills in many areas. - day habilitation: day programming which offers training in self-care, domestic, travel and independent living skills. It provides a unique opportunity to acquire skills in actual community sites. - prevocational: day programming which addresses the individual's vocational interests. It aims at providing opportunities for individuals with limited work related skills to participate in the appropriate tasks to enhance their ability to obtain integrated employment. - plan of care support services: provide supports to individuals enrolled in the home and community-based services waiver who have opted out of medicaid service coordination. The service coordinator ensures that these individuals continue to have a current individualized service plan, level of care eligibility determination and help maintaining his/her waiver enrollment. - waiver respite: waiver after-school respite programming offers recreation services to students, children and adults with development disabilities; ages 14-21 and over. It uses the combination of specialty instructors and community-based recreation, access top recreational activities in the community through the use of technology to enable them to enjoy leisure time parallel to their non-disabled peers. Mental health services: $1,475,446 include comprehensive therapeutic services for adults dually-diagnosed with a mental health and developmental disab

PART X, LINE 2:

The agency, according to the internal revenue service ("irs"), was granted tax-exempt status under section 501(c)(3) of the internal revenue code and under the corresponding provisions of the new york state and new york city income tax laws. Under these provisions, the agency is exempt from federal and state income taxes and, therefore, has made no provision for income taxes in the accompanying consolidated financial statements. The agency follows the accounting standard for uncertainty in income taxes. The standard prescribes a minimum recognition threshold and measurement methodology that a tax position taken or expected to be taken in a tax return is required to meet before being recognized in the consolidated financial statements. It also provides guidance for de-recognition, classification, interest and penalties, disclosure and transition. The agency is subject to audit by tax authorities. In assessing the realizability of tax benefits, management considers whether it is more likely than not that some portion or all of any tax position will not be realized. Management believes that its tax-exempt status would be sustained upon examination. Management believes that it has appropriate support for the positions taken on its tax returns. Nonetheless, the amounts ultimately paid, if any, upon resolution of the issues raised by the taxing authorities may differ materially from the amounts accrued for each year. If applicable, the agency would classify interest and penalties on underpayments of income tax as miscellaneous expenses. The agency files federal and new york state informational returns. With few exceptions, the agency is no longer subject to federal or state income tax examinations by tax authorities for fiscal years before june 30, 2011.

IT IS THE AGENCY'S AIM TO PROVIDE INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES THE ASSISTANCE AND SUPPORT NECESSARY TO ACHIEVE A LEVEL OF FUNCTIONAL BEHAVIORS AND COGNITIVE SKILLS TO ENABLE THEM TO MAINTAIN THEMSELVES IN THEIR COMMUNITY IN THE MOST INTEGRATED AND INDEPENDENT MANNER POSSIBLE.
