Governance Explanations

Form 990, Part VI, Section A, Line 4

Bylaws were amended in april 2019 to address the following: 1. To increase the number of board of directors to 15 members (4 members from the student government association, 1 student appointed by the chair of the honors program, 1 student appointed by the athletics director, 3 members appointed by the faculty senate of rockland community college, and 6 administrative members). 2. To state that the board shall meet at least 3 times a year. 3. To allow for remote participation in meetings. Remote participation shall be included for quorum and voting. 4. To state that all actions will be governed by the latest robert's rule of order.

Form 990, Part VI, Section B, Line 11B

After the form 990 is received from the independent accountant, the finance officer of the association reviews the return. Next, the treasurer of the association will review the form 990. Then the form 990 is sent to the full association board for approval. The board is given a time period to ask questions. After this time period, the 990 is filed with the irs.

Form 990, Part VI, Section B, Line 12C

Each year all members, officers, and key employees are required to read and sign the rcc association disclosure of potential conflicts of interest policy. All signed copies are kept in a file at the association. Any potential conflicts of interest are presented to the executive board by the finance officer of the rcc association. The executive board of the association will attempt to resolve any possible conflicts of interest so that no one is unfairly disadvantaged.

Form 990, Part VI, Section B, Line 15B

The rockland community college federation of administrators' contract is used to establish the rcc association finance officer's compensation. The rcc association board approves the annual budget which includes the salary of the rcc association finance officer. The rcc association finance officer is not a member of the rcc federation of administrators, but it has been agreed that the compensation for that position will follow their contract. The deliberation was documented in the minutes. This process was last undertaken in 2016.

Form 990, Part VI, Section C, Line 19

The organization makes its form 990 available for public inspection as required under section 6104 of the internal revenue code. The return is posted on guidestar.org and other similar types of websites. In addition, the financial statements, conflict of interest policy, articles of incorporation and by-laws are also available upon written request at 145 college road, suffern, ny 10901 or by calling the organization directly at (845)-574-4382.

IRS990/ProgSrvcAccomActy2Grp/Desc0THE STUDY ABROAD PROGRAM IS DESIGNED TO SERVE STUDENTS ENROLLED IN THE SAM DRAPER HONORS PROGRAM AS WELL AS OTHER STUDENTS WHO QUALIFY FOR STUDY AT THE INTERNATIONAL SUMMER SCHOOL PROGRAMME AT CAMBRIDGE UNIVERSITY. THESE, MOST OF WHOM RECEIVE A PARTIAL SCHOLARSHIP FROM THE SAM DRAPER FUND, STUDENTS STUDY AT CAMBRIDGE FOR TWO WEEKS AND ARE ENROLLED IN EXISTING COURSES THAT ARE ACCEPTED BY THE CURRICULUM COMMITTEE OF ROCKLAND COMMUNITY COLLEGE. IN JULY AND AUGUST OF 2019, TWELVE STUDENTS STUDIED SCIENCE, LITERATURE, HISTORY, AND SHAKESPEARE AT CAMBRIDGE. STUDENTS WERE GIVEN DETAILED COURSE SYLLABI THAT OUTLINED COURSE EXPECTATIONS AND GRADE REQUIREMENTS. THESE STUDENTS WERE ABROAD FOR 14-16 DAYS. THEY WERE REQUIRED TO COMPLETE ACADEMIC PROJECTS SUCH AS JOURNALS, TRAVEL LOGS, MUSEUM VISITS, AND RESEARCH PAPERS IN ORDER TO FULFILL THEIR COURSE REQUIREMENTS. THE GOAL FOR THE PROGRAM WAS TO ASSURE THAT ALL THESE STUDENTS A) GREW AS INTERNATIONAL CITIZENS, B) DEVELOPED CULTURAL AWARENESS, C) COMPLETED ALL ACADEMIC REQUIREMENTS, AND D) TRAVELLED COMFORTABLY AND SAFELY. WE MEASURED THESE OUTCOMES AGAINST STATED ASSIGNMENT GOALS AS WELL AS RESPONSES TO PERSONALIZED FEEDBACK. WE ALSO REQUIRED STUDENTS TO COMPLETE A PRE- AND POST-SURVEY TO MEASURE THEIR GLOBAL ENGAGEMENT. CAMBRIDGE COORDINATOR DR. BUTLER, WITH THE SUPPORT OF HONORS ASSISTANT COORDINATOR CAROL COIRO, OVERSAW THE PLANNING, BUDGETING, MARKETING, RECRUITMENT, AND ENROLLMENT PROCESSES FOR THE CAMBRIDGE PROGRAM. ALL OF THE 2019 CAMBRIDGE STUDENTS WHO RETURNED TO RCC FOR THE FALL 2019 SEMESTER WILL BE ASKED TO ATTEND THE DECEMBER INFORMATION SESSION FOR THE 2020 CAMBRIDGE PROGRAM IN ORDER TO SPEAK ABOUT THEIR EXPERIENCE.
