Mission

Through partnerships and the work of thousands of Elks members, the Commission was able to serve thousands of veterans through programs that help hospitalized veterans recover and thrive, provide veterans with resources to exit or prevent homelessness, support military families, meet the needs of military members and assist veterans and military members in need in Elks communities througout the nation.

Form 990 is reviewed by the director. Members of the board of trustees receive a copy of form 990 and any questions or comments that arise are discussed with the director.

The organization maintains a written conflict of interest policy that is signed by each trustee upon joining the board. In addition, each trustee and the organization's officers are required to review the policy annually and sign a conflict of interest certification to acknowledge the policy was reviewed. They are required to disclose all material facts of any actual or possible conflict of interest by themselves or their families to the director and other trustees. The board, exclusive of the interested person, determine whether a conflict of interest exists and whether it is in the best interest of the organization to enter into the transaction or arrangement.

Through partnerships and the work of thousands of elks members, the commission was able to serve thousands of veterans through programs that help hospitalized veterans recover and thrive, provide veterans with resources to exit or prevent homelessness, support military families, meet the needs of military members and assist veterans and military members in need in elks communities throughout the nation.

More than 14,000 elks volunteered service that benefitted more than 278,000 veterans.

Elks partnered with the va and other social service organizations to provide homeless veterans and veterans at risk of being homeless with the emergency assistance they needed to become or remain housed. Elks partnered with local va facilities and organizations to provide home supplies and other material support to newly housed veterans.

Financial Statement Notes

Schedule D, Page 3, Part X

The commission is exempt from federal income taxes under section 501(c)(3) of the internal revenue code and similar state income tax laws. The commission is also classified as an entity that is not a private foundation within the meaning of section 509(a) and contributions to the commission qualify for charitable tax deductions by the donor. Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the commission and recognize a tax liability or asset if the organization has taken an uncertain tax position that more likely than not would not be sustained upon examination by a taxing authority. Any interest and penalties associated with the tax position would also be recognized in the financial statements. Management has analyzed the tax positions taken by the commission and concluded that as of march 31, 2016 and 2015, there are no uncertain tax positions taken or expected to be taken.

The commission is subject to routine audits by the internal revenue service ans state jurisdictions; however, there are currently no audits for any tax periods in progress nor is any audit pending. Management believes it is no longer subject to examinations of its tax returns for years prior to 2013.
