“The following are changes to the by laws since the preceding filing:article ii - purposethe purpose of ushwa is to provide insightful communications about the major events and participants in the sport of harness racing. Its broad-based membership also votes for the major honors of the sport, including the nomination, voting and election process for the harness racing hall of fame and communicators hall of fame, as well as the annual award-winning horses and people with its dan patch awards. In addition, the association shall work for a better understanding between its members and other standardbred horse industry organizations and shall educate and encourage professional standards among its membership. Article iii - membershipsection 1 (a)(i) retired - any fifteen-year member of this association shall, upon attaining the age of 62 years, automatically retain her or his active membership upon payment of reduced $15 annual dues. The officers can make adjustments in unique situations.article iv - chapterssection 2 chapter transfer - members transferring from one chapter to another require acceptance by the new chapter and the approval of the national officers. Section 4 chapter director - . Should a chapter not provide a director or appoint a delegate, the national officers, at their sole discretion, can appoint a non-representative delegate, who is not a member of said chapter, to the national meetings with the sole purpose that this delegate help facilitate the national meetings with the sole purpose that this delegate help facilitate the national meetings and banquet. Such person shall not have any voting rights at the directors meeting but shall be eligible for reimbursement, as described in rules and regulations, ushwa operations, 4, directors reimbursements, travel, hotel. Article v - duessection 2 - each member, whether having paid dues or not, shall inform the secretary at least once a year, or as situations warrant, a current mailing address, home or cell phone number, and e-mail address. It is the responsibility of chapter presidents to make sure this is done. Exceptions shall be made by the national president.article vii - officerssection 3 - duties of officers - second vice president - in addition, the second vice-president shall serve as an assistant secretary, assisting the national secretary with duties as need be. There shall be no compensation for this additional duty. Article xii - dan patch awardssection 4 - since ushwa is the custodian of the dan patch equine awards, it is up to the organization to be the record-keeping body of these awards. Therefore, the organization shall create within or have externally created a database or other means of record keeping that can easily be updated, searchable, and sortable, to produce records for these awards. Such records shall be printed in the awards journal an available on our website. Article xiv - communication and votingall communication and voting by eligible ushwa members shall be conducted only by email. This does not apply to living hall of fame members and racing secretaries who are eligible to vote in certain categories: they may receive ballots by postal mail and/or email. Those who cannot return a ballot via email can vote through the national secretary verbally or through their designee. All ballots and other forms such as sponsorship packages, advertisement insertions and dinner ticket order forms shall be distributed in fillable pdfs to make it easier to fill out and return.”
