Mission and Program Overview

Mission

Lincs acts as a third party administrator for affiliate organizations under a purchasing agreement for employee medical and health benefits, pension and insurance.

To enhance the programs of publicly supported health and human service organizations, lincs assists long island non-profit agencies with their infrastructire, capacity building, fundraising events and joint community programs in conjuction with other local agencies regarding major health and social issues across long island. Lincs is the owner of a 30,000 square foot building housing their operations and is the headquarters for two other not-for-profit agencies on long island. Housed in lincs' 3,000 square foot building is a 2,500 square foot community center which is space that is donated to liaac, wic and other not-for-profits for volunteer functions, client functions, job fairs and educational webinars.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

A written conflict of interest policy is reviewed and signed off by all members of the board of directors, as well as management and key staff. The policy is reviewed each year at the annual meeting. Board meetings are scheduled one year in advance, and the dates and topics are on the schedule. Board members are reminded at the board meeting before the actual presentation to ensure attendance.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

Lincs has a yearly contract with the ceo/managing director, or other board member, to oversee all of the organizations' responsibility as the third party administrator for self-insured health and medical benefits plans, pension plans, insurance policies and the oversight of a 30,000 square foot building. The organization owns and has long term leases with three other not-for-profits. Compensation review is conducted by the executive committee of the board of directors and data is gathered from comparative data from other not-for-profits as well as data from the outside consultants prm consulting and verisight consulting. The length of employment as well as education and experience are taken into consideration by the executive committee when approving a final amount. The ceo is not present during this meeting and does not vote on his compensation. The yearly contract is reviewed and offered to other interested board members before any extensions and approval.

Financial Statement Notes

Part X : FIN48 Footnote

Lincs is exempt from federal income taxes under section 501(c)(3) of the internal revenue code and from state income taxes. In addition, lincs is not classified as a private foundation. Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken and recognize a tax liability (or asset) if the organization has taken an uncertain position that more likely than not would not be sustained upon examination by taxing authorities. Management has analyzed the tax positions taken and has concluded that as of december 31 2018, there are no uncertain positions taken or expected to be taken that would require recognition of a liablity (or asset) or disclosure in the financial statements. Lincs is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Lincs has not incurred any unrelated business income.
