Plumbers local union no. 1 is a membership organization. Application for membership and duties of members are discussed in sections 24 and 26 of the local's by-laws, respectively.

All officers of the organization are elected by its members with the exception of the organizer who is appointed by the business manager in accordance with section 10 of the by-laws. Elections of the local are discussed in section 20 of its by-laws.

Form 990, Part VI, Section A, line 7B

A written resolution proposing an amendment to the organizations's by-laws must be submitted by at least fifteen (15) members in good standing. The resolution then must be read at two (2) successive regular meetings when the resolution is acted upon. A discussion and vote on the resolution shall take place at the third membership meeting. The recommondation shall be adopted only if approved by a two-thirds (2/3) majority vote of the members present.
