To make cities and municipalities more aware of high speed rail opportunities, to meet with government and quasi-government organizations to promote high speed rail.
In communities across texas, transportation has become a significant economic development and quality of life issue that must be addressed on a daily basis. Despite an increase in federal funding, the state is able to fund less than 40% of the needed transportation projects statewide, and local communities have to shoulder more of the transportation burden. The rapid population growth of the 90's, in conjuction with the increased commercial traffic from nafta, is straining the statewide transportation infrastructure. Our goal is to bring texas the statewide system it needs and deserves through the following activities: 1. Raising the transportation, rail and high speed rail conciousness across the state; 2. Encouraging the development and implementation of laws, regulations, rules and policies that benefit the entire state; 3.achieving the organizational goals with regard to transportation, economic development and coordination objectives; 4. Articulating positions, interfacing with and representing thsrts's interests before government, quasi-government and private entities; 5. Working collectively to promote goodwill and collaborative relationships amoung the united states, canada, mexico and the various trade corridor coalitions within the state of texas; 6. Facilating a shared vision toward transportation improvements and economic activity within the state of texas; 7. Promoting safety and encouraging economic activity within the state of texas and; 8. Engaging in any and all other activities which the organization determines will be in furtherance of the goals of thsrtc and which is permitted by article 1396-3.02 of the texas non-profit corporation act, as amended, and all federal laws and regulations regarding an entity qualifying as a tax exempt entity under section 501(c)(6) of the internal revenue code of 1986, as amended. Each of these activities will be conducted and coordinated with the executive vommittee, subcommittees, adn task forces at such locations and at such times as is necessary for the successful engagement and completion of each activity. It is not possible to estimate the percentage of time spent for each activity; however, 100% of the time spent by the members and officers of the organization will be spent on the activities that further the goals of thsrtc. The orgabnization's articlkes of incorporation expressly forbid the organization from engaging, participating or intervening in any activity or transaction which could result in the loss by the organization of it's status as an organization exempt from federal income taxation under 501(c) of the internal revenue code of 1986, as amended, and the use of any part of it's assets in any such activity or transaction is expressly prohibited.”
