Mission

The connecticut rivers council is one of new england's largest private youth-serving organizations; the connecticut rivers council delivers scouting programs that develop character, citizenship, fitness, and leadership skills to over 17,600 youth and more than 5,500 adult volunteers in 127 cities and towns in connecticut.

To prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the scout oath and law.

Governance Explanations

As defined in the council's bylaws, the council has four categories of membership. Active members, associate members, sustaining members and honorary members.

Form 990, Part VI, Section A, Line 7A

Active members may elect members at large, associate and honorary members of the council, regular members of the executive board, and officers of the corporation other than the scout executive.

Form 990, Part VI, Section B, Line 11B

The form 990 was reviewed by the scout executive and treasurer prior to filing. It will be reviewed by the audit committee and approved by the board at a later date.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy covers members of the executive board or members of any committee thereof or officers or employees of the corporation. The board president, or designee in their absence, is responsible for reviewing compliance with the conflict-of-interest policy (below) and excuse members from participating in discussions or decisions if a business conflict were to arise. No member of the executive board or member of any committee thereof shall participate by discussion, voting, or by any other action taken by the executive board, or any committee thereof, in the enactment of or defeat of a motion which relates to any transaction with any interested party. In case any such matter is discussed at any meeting where any executive board or committee member who has such an interest is present, he or she shall promptly disclose his or her interest in the matter to be voted on to the chairman of the meeting. He or she shall not vote on the matter and at the discretion of the disinterested members present may be required to leave the meeting during the discussion and voting on the matter."

All employee compensation is based on the boy scouts of america position classifications and approved salary ranges for each position class. The council's compensation and benefits committee use the national council's guidelines to determine recommended salary increases which are based on the achievement of performance based objectives. The process described here was last completed in 2023.
