FORM 990-EZ, PART III, LINE 28, PROGRAM SERVICE ACCOMPLISHMENTS:

The locked country socio-political crisis was instigated by the petrocaribe scandal, during which it appears that elected parliamentarians & government officials took money intended for development projects & used it for other purposes. The movement began on that principle of searching for economic justice for the haitian people, but was then overrun & subverted by politicians in the opposition political parties who used the petrocaribe platform to mount an anti-governmental movement which saw the country come to a halt. National highways were blocked in all directions from the capital of port-au-prince with barricades of burning tires, making travel almost impossible for months. Protestors called for the resignation of the president, but then had to settle for the resignation of the prime minister instead. Gangs took advantage of the protest movement to advance their own personal agendas, & wrecked havoc along the national highways as well. Specific gang controlled zones in many cities became no-go zones for the general public & even the police in some instances, with military police units being called in when things became especially unstable. In april, the country became a little calmer, as the petrocaribe protests seemed to lose some of their momentum as people became tired of the lack of access to basic goods & the inability to circulate freely. The president made it clear he would not resign, & so the protests moved to the sidelines. The international action team took advantage of the calmer country to complete some necessary maintenance on the drill rig, & to organize the depot in gonaives in preparation for the next drilling job. During the months of may & june, the international action team worked on a well digging project for a newly constructed hospital in henche. Due to adverse soil conditions, it was difficult for the team to complete this project. The well collapsed multiple times as they were digging, but the team tried different interventions to change the composition of the soil & the materials used in the well casing in an attempt to combat these adverse conditions. Eventually, the team was forced to abandon the project due to a gas crisis in the summer, & they made plans to try another intervention with the hospital well when the country was calmer again. With the gas crisis limiting travel capacity & the usage of the pump that accompanies the drill, the international action team returned to gonaives to regroup. At this time, some of the pumps that were drilled in 2018 made contact with the international action team to report that the hand pumps were not bringing any water to the surface. The team went to investigate, & discovered that the continued drought had caused these wells to run dry, even though they are each over 100 feet deep. The team advised the local water committees how they should continue to check for water, but explained that with the months of drought, the majority of the wells in the area were running dry. The team projected that when the rainy season started again in the fall, the wells would function normally. In the fall, the rains came slowly, but with the rains the political crisis also returned in the form of the locked country demonstrations. Many schools were forced to close in september, october, & november, & circulation was again difficult as regular roadblocks were erected across the country. The gangs once again took advantage of the situation to intensify the security crisis, both in the major cities & in the countryside. The exchange rate continued to rise, & so people were unable to purchase what provisions could circulate to the local markets. Once again the protestors demanded the resignation of the president, & once again the president remained steadfastly in place. The security situation finally improved toward the end of the year, which then allowed students to return to school in most places. 2019 was a complicated year to work in haiti. IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt5THE LOCKED COUNTRY SOCIO-POLITICAL CRISIS WAS INSTIGATED BY THE PETROCARIBE SCANDAL, DURING WHICH IT APPEARS THAT ELECTED PARLIAMENTARIANS & GOVERNMENT OFFICIALS TOOK MONEY INTENDED FOR DEVELOPMENT PROJECTS & USED IT FOR OTHER PURPOSES. THE MOVEMENT BEGAN ON THAT PRINCIPLE OF SEARCHING FOR ECONOMIC JUSTICE FOR THE HAITIAN PEOPLE, BUT WAS THEN OVERRUN & SUBVERTED BY POLITICIANS IN THE OPPOSITION POLITICAL PARTIES WHO USED THE PETROCARIBE PLATFORM TO MOUNT AN ANTI-GOVERNMENTAL MOVEMENT WHICH SAW THE COUNTRY COME TO A HALT. NATIONAL HIGHWAYS WERE BLOCKED IN ALL DIRECTIONS FROM THE CAPITAL OF PORT-AU-PRINCE WITH BARRICADES OF BURNING TIRES, MAKING TRAVEL ALMOST IMPOSSIBLE FOR MONTHS. PROTESTORS CALLED FOR THE RESIGNATION OF THE PRESIDENT, BUT THEN HAD TO SETTLE FOR THE RESIGNATION OF THE PRIME MINISTER INSTEAD. GANGS TOOK ADVANTAGE OF THE PROTEST MOVEMENT TO ADVANCE THEIR OWN PERSONAL AGENDAS, & WRECKED HAVOC ALONG THE NATIONAL HIGHWAYS AS WELL. SPECIFIC GANG CONTROLLED ZONES IN MANY CITIES BECAME NO-GO ZONES FOR THE GENERAL PUBLIC & EVEN THE POLICE IN SOME INSTANCES, WITH MILITARY POLICE UNITS BEING CALLED IN WHEN THINGS BECAME ESPECIALLY UNSTABLE. IN APRIL, THE COUNTRY BECAME A LITTLE CALMER, AS THE PETROCARIBE PROTESTS SEEMED TO LOSE SOME OF THEIR MOMENTUM AS PEOPLE BECAME TIRED OF THE LACK OF ACCESS TO BASIC GOODS & THE INABILITY TO CIRCULATE FREELY. THE PRESIDENT MADE IT CLEAR HE WOULD NOT RESIGN, & SO THE PROTESTS MOVED TO THE SIDELINES. THE INTERNATIONAL ACTION TEAM TOOK ADVANTAGE OF THE CALMER COUNTRY TO COMPLETE SOME NECESSARY MAINTENANCE ON THE DRILL RIG, & TO ORGANIZE THE DEPOT IN GONAIVES IN PREPARATION FOR THE NEXT DRILLING JOB. DURING THE MONTHS OF MAY & JUNE, THE INTERNATIONAL ACTION TEAM WORKED ON A WELL DIGGING PROJECT FOR A NEWLY CONSTRUCTED HOSPITAL IN HENCHE. DUE TO ADVERSE SOIL CONDITIONS, IT WAS DIFFICULT FOR THE TEAM TO COMPLETE THIS PROJECT. THE WELL COLLAPSED MULTIPLE TIMES AS THEY WERE DIGGING, BUT THE TEAM TRIED DIFFERENT INTERVENTIONS TO CHANGE THE COMPOSITION OF THE SOIL & THE MATERIALS USED IN THE WELL CASING IN AN ATTEMPT TO COMBAT THESE ADVERSE CONDITIONS. EVENTUALLY, THE TEAM WAS FORCED TO ABANDON THE PROJECT DUE TO A GAS CRISIS IN THE SUMMER, & THEY MADE PLANS TO TRY ANOTHER INTERVENTION WITH THE HOSPITAL WELL WHEN THE COUNTRY WAS CALMER AGAIN. WITH THE GAS CRISIS LIMITING TRAVEL CAPACITY & THE USAGE OF THE PUMP THAT ACCOMPANIES THE DRILL, THE INTERNATIONAL ACTION TEAM RETURNED TO GONAIVES TO REGROUP. AT THIS TIME, SOME OF THE PUMPS THAT WERE DRILLED IN 2018 MADE CONTACT WITH THE INTERNATIONAL ACTION TEAM TO REPORT THAT THE HAND PUMPS WERE NOT BRINGING ANY WATER TO THE SURFACE. THE TEAM WENT TO INVESTIGATE, & DISCOVERED THAT THE CONTINUED DROUGHT HAD CAUSED THESE WELLS TO RUN DRY, EVEN THOUGH THEY ARE EACH OVER 100 FEET DEEP. THE TEAM ADVISED THE LOCAL WATER COMMITTEES HOW THEY SHOULD CONTINUE TO CHECK FOR WATER, BUT EXPLAINED THAT WITH THE MONTHS OF DROUGHT, THE MAJORITY OF THE WELLS IN THE AREA WERE RUNNING DRY. THE TEAM PROJECTED THAT WHEN THE RAINY SEASON STARTED AGAIN IN THE FALL, THE WELLS WOULD FUNCTION NORMALLY. IN THE FALL, THE RAINS CAME SLOWLY, BUT WITH THE RAINS THE POLITICAL CRISIS ALSO RETURNED IN THE FORM OF THE LOCKED COUNTRY DEMONSTRATIONS. MANY SCHOOLS WERE FORCED TO CLOSE IN SEPTEMBER, OCTOBER, & NOVEMBER, & CIRCULATION WAS AGAIN DIFFICULT AS REGULAR ROADBLOCKS WERE ERECTED ACROSS THE COUNTRY. THE GANGS ONCE AGAIN TOOK ADVANTAGE OF THE SITUATION TO INTENSIFY THE SECURITY CRISIS, BOTH IN THE MAJOR CITIES & IN THE COUNTRYSIDE. THE EXCHANGE RATE CONTINUED TO RISE, & SO PEOPLE WERE UNABLE TO PURCHASE WHAT PROVISIONS COULD CIRCULATE TO THE LOCAL MARKETS. ONCE AGAIN THE PROTESTORS DEMANDED THE RESIGNATION OF THE PRESIDENT, & ONCE AGAIN THE PRESIDENT REMAINED STEADFASTLY IN PLACE. THE SECURITY SITUATION FINALLY IMPROVED TOWARD THE END OF THE YEAR, WHICH THEN ALLOWED STUDENTS TO RETURN TO SCHOOL IN MOST PLACES. 2019 WAS A COMPLICATED YEAR TO WORK IN HAITI.
