Governance Explanations

Form 990, Part VI, Section B, Line 11B

The organization distributes a copy of the 990 to members of the board of directors and invites comments from them prior to finalizing the form 990. Prior to the form 990 being provided to the board, the 990 was reviewed in detail by bell's coo and financial consultants.

Form 990, Part VI, Section B, Line 12C

Annually, during the board meeting prior to the audit work being completed, each board member, officer and key employee are required to disclose potential conflicts of interest in accordance with the policy. The board makes the final determination regarding the existence of a conflict of interest and reviews and documents all conflicts of interest. The individual with the conflict of interest is recused from any deliberations and decisions.

Annually in the fall, the governance committee reviews compensation packages of the bell executive management team: chief executive officer, chief operating officer, president, chief strategy officer, chief impact officer, chief development officer and vice presidents. The process was most recently completed in the fall of 2017 and will be performed again in the fall of 2018.

SUMMER PROGRAMS GENERALLY OPERATE UP TO FIVE DAYS PER WEEK, EIGHT HOURS PER DAY, FOR EIGHT WEEKS. BELL DELIVERS SUMMER PROGRAMS DIRECTLY AND TRAINS AND SUPPORTS SCHOOLS AND NONPROFIT ORGANIZATIONS TO OPERATE EVIDENCE-BASED PROGRAMS FOR THEIR STUDENTS. FOR EXAMPLE, BELL TRAINED 101 LOCAL YMCA ASSOCIATIONS ACROSS THE COUNTRY TO DELIVER THE POWER SCHOLARS ACADEMY, A PROGRAM BASED ON BELL'S EVIDENCE-BASED MODEL. ASSESSMENT DATA SHOW THAT SCHOLARS WHO ATTENDED BELL'S SUMMER LEARNING PROGRAMS GAINED NEW READING AND MATH SKILLS. THEY AVOIDED SUMMER LEARNING LOSS AND RETURNED TO SCHOOL IN THE FALL HAVING GAINED READING AND MATH SKILLS. IN ADDITION, NINE OUT OF TEN TEACHERS REPORTED THAT SUMMER PROGRAMS INCREASED SCHOLARS' SELF-CONFIDENCE, AND NINE OUT OF TEN PARENTS REPORTED THEY BECAME MORE ENGAGED IN THEIR CHILD'S EDUCATION.

DURING THE 2017-2018 SCHOOL YEAR, BELL SERVED OVER 1,000 SCHOLARS IN ITS AFTER-SCHOOL PROGRAMS AT 16 SCHOOLS IN BALTIMORE, HONOLULU, DAYTON, SAN FRANCISCO AND NEW YORK CITY. PROGRAMS OPERATED FOR UP TO THREE HOURS PER DAY AND FIVE DAYS PER WEEK. ASSESSMENT DATA SHOW THAT EIGHT OUT OF TEN SCHOLARS WHO ATTENDED THE PROGRAM INCREASED THEIR SCALED SCORES IN READING AND MATH. NINE OUT OF TEN TEACHERS REPORTED THAT THE PROGRAM INCREASED SCHOLARS' SELF-CONFIDENCE, AND NINE OUT OF TEN PARENTS REPORTED THEY BECAME MORE ENGAGED IN THEIR CHILD'S EDUCATION.
