Mission

To bring together community organizations and financial institutions to affect positive change in the availability of credit and financial services across massachusetts by encouraging community investment in low and moderate income and minority group neighborhoods and providing research, other information, assistance and direction in understanding and addressing the credit and financial needs of low and moderate income individuals and neighborhoods.

MCBC'S 2012-2013 COMMITTEE ACTIVITIES INCLUDED: MCBC'S ECONOMIC DEVELOPMENT COMMITTEE BRING TOGETHER FINANCIAL INSTITUTIONS, SMALL BUSINESS ASSISTANCE PROVIDERS, CITY AND STATE AGENCIES AND OTHERS TO PROMOTE THE ECONOMIC REVITALIZATION OF LOW- AND MODERATE- INCOME COMMUNITIES IN MASSACHUSETTS BY PROVIDING INSIGHT, IDEAS AND INFORMATION DESIGNED TO ENCOURAGE SMALL BUSINESS LENDING AND GROWTH. IN DECEMBER 2012, THE ECONOMIC DEVELOPMENT COMMITTEE RELEASED SMALL BUSINESS LENDING IN MASSACHUSETTS, 2007-2011, ITS FOURTEENTH REPORT ON SMALL BUSINESS LENDING ACROSS THE STATE. THE REPORT INCLUDED A REVIEW OF SMALL BUSINESS LENDING TRENDS WITH AN EMPHASIS ON TRADITIONALLY UNDERSERVED AREAS. THE REPORT ANALYZED 2011 DATA ON LOANS OF 1 MILLION OR LESS COLLECTED UNDER THE COMMUNITY REINVESTMENT ACT ALONG WITH QUARTERLY CALL REPORT DATA. MCBC'S 2012-2013 COMMITTEE ACTIVITIES INCLUDED: MCBC'S ECONOMIC DEVELOPMENT COMMITTEE BRING TOGETHER FINANCIAL INSTITUTIONS, SMALL BUSINESS ASSISTANCE PROVIDERS, CITY AND STATE AGENCIES AND OTHERS TO PROMOTE THE ECONOMIC REVITALIZATION OF LOW- AND MODERATE- INCOME COMMUNITIES IN MASSACHUSETTS BY PROVIDING INSIGHT, IDEAS AND INFORMATION DESIGNED TO ENCOURAGE SMALL BUSINESS LENDING AND GROWTH. THE COMMITTEE REGULARLY HOSTS SPEAKERS FROM A VARIETY OF CITY, STATE AND COMMUNITY-BASED PROGRAMS THAT ASSIST SMALL BUSINESS AND PROMOTE ECONOMIC DEVELOPMENT. THE COMMITTEE DEVELOPED THE SMALL BUSINESS FINANCIAL RESOURCE GUIDE: INFORMATION FOR SMALL BUSINESSES IN BOSTON AND A COMPANION REPORT COVERING GREATER BOSTON TO HELP SMALL BUSINESS OWNERS FIND THE RIGHT KIND OF ASSISTANCE TO MEET THEIR BUSINESS NEEDS. THE COMMITTEE ALSO PUBLISHED GETTING CREDIT FOR BUSINESS, A REPORT ON STRATEGIES TO INCREASE ACCESS TO CREDIT FOR SMALL BUSINESSES. IN DECEMBER 2012, THE ECONOMIC DEVELOPMENT COMMITTEE RELEASED SMALL BUSINESS LENDING IN MASSACHUSETTS, 2007-2011, ITS FOURTEENTH REPORT ON SMALL BUSINESS LENDING ACROSS THE STATE. THE REPORT INCLUDED A REVIEW OF SMALL BUSINESS LENDING TRENDS WITH AN EMPHASIS ON TRADITIONALLY UNDERSERVED AREAS. THE REPORT ANALYZED 2011 DATA ON LOANS OF 1 MILLION OR LESS COLLECTED UNDER THE COMMUNITY REINVESTMENT ACT ALONG WITH QUARTERLY CALL REPORT DATA. IN ADDITION TO THE DATA IN THE REPORT, MCBC ALSO PROVIDED DATA ON ALL MASSACHUSETTS CITIES AND TOWNS IN A SET OF ON-LINE TABLES MCBC'S MORTGAGE LENDING COMMITTEE BRINGS TOGETHER FINANCIAL INSTITUTIONS, HOUSING ADVOCATES, PUBLIC OFFICIALS AND OTHERS TO WORK TO EXPAND HOME OWNERSHIP OPPORTUNITIES FOR LOW- AND MODERATE-INCOME HOMEBUYERS AND TO SUSTAIN HOME OWNERSHIP IN LOW- AND MODERATE-INCOME NEIGHBORHOODS. THE COMMITTEE HAS SPONSORED A VARIETY OF PROJECTS INCLUDING PUBLICATION OF THE HOME COUNSELING DIRECTORY, BOSTON; THE HOME COUNSELING DIRECTORY, MASSACHUSETTS; THE DIRECTORY OF FORECLOSURE PREVENTION COUNSELING SERVICES IN GREATER BOSTON; EXPANDING HOME OWNERSHIP OPPORTUNITIES: RECOMMENDATION TO INCREASE THE NUMBER OF LATINO HOME BUYERS; A LOOK AT MINORITY LOAN DENIALS; EXPANDING HOMEOWNERSHIP OPPORTUNITIES: THE SOFTSECOND LOAN PROGRAM, 1991-2003; EXPANDING HOMEOWNERSHIP II; EXPANDING FAIR ACCESS TO CREDIT AND THE REVERSE MORTGAGE LENDING PROJECT REPORT. IN DECEMBER 2012, THE MORTGAGE LENDING COMMITTEE RELEASED CHANGING PATTERNS XIX, ITS ANNUAL REPORT ON MORTGAGE LENDING IN THE CITY OF BOSTON, GREATER BOSTON AND MASSACHUSETTS AND IN EACH OF THE STATE'S THIRTY-THREE LARGEST CITIES AND TOWNS. THE REPORT INCLUDED 2011 DATA ON LENDING BY RACE AND INCOME AND THE COMPARATIVE PERFORMANCE OF MAJOR TYPES OF LENDERS. IN ADDITION TO THE DATA IN THE REPORT, MCBC ALSO PROVIDED DATA ON ALL MASSACHUSETTS CITIES AND TOWNS IN A SET OF ON-LINE TABLES. IN APRIL 2013, MCBC, ALONG WITH THE RAPPAPORT CENTER FOR LAW AND PUBLIC SERVICE AND THE SUFFOLK UNIVERSITY LAW SCHOOL SPONSORED "HOMEBUYING AFTER FANNIE AND FREDDIE: THE FUTURE OF THE SECONDARY MARKET AND THE IMPACT ON LENDERS, BUYERS AND NEIGHBORHOODS, A PANEL PRESENTATION AND DISCUSSION ON PROPOSALS FOR CHANGE IN THE SECONDARY MORTGAGE MARKET AND THEIR POTENTIAL IMPACT ON LOW- AND MODERATE-INCOME HOMEBUYERS. IN ADDITION TO ITS COMMITTEE ACTIVITIES, MCBC CONTINUES TO SPONSOR AND PROMOTE BASIC BANKING FOR MASSACHUSETTS, A UNIQUE VOLUNTARY EFFORT TO PROVIDE LOW-COST CHECKING AND SAVINGS ACCOUNTS FOR CUSTOMERS WITH LIMITED BANKING NEEDS.
