The agency has an agreement with peabody properties, inc. (peabody), an unrelated entity to carry on the day-to-day operations of the projects. Peabody receives a management fee of 5% hca's rental units' gross rents, as defined in the agreement. The agency incurred management fees under these agreements totaling $63,194 for 2024.

Hca's executive director and treasurer review a draft of the form 990. Once approved by the executive director and treasurer a final version of the form 990 is then provided to each member of the board of directors prior to its filing with the irs.

Hca annually requires all staff and board to read and sign the conflict of interest policy, and to report any potential or anticipated conflicts if such a conflict may arise. Forms are reviewed and held by the office manager.

Salaries for all new hires and existing staff are based on: - data on salaries of similar positions at similar sized organizations or those with similar budgets - level of responsibility of the position - consideration to ensure that more senior level staff do not make significantly more than other staff the executive committee reviews the executive director's salary first. The ed or director of finance reviews new staff salaries with the executive committee and existing staff raises with the finance committee.
