Mission

The goal of the Massachusetts High Technology Council is to help make Massachusetts the world's most attractive place in which to live and work, and in which to create, operate, and grow high technology businesses. Achieving this goal will:expand and improve job opportunities for Massachusetts citizens throughout all sectors;increase the productivity and well-being of all Massachusetts businesses and citizens and will expand tax revenues to aid the disadvantaged, protect the environment, rebuild the state's infrastructure, and provide support for educational, medical, and cultural institutions.The Role of Government:We believe Massachusetts state and local government should create an environment and attitude that encourages innovation and business growth, and enact public policies consistent with that objective.Government should refrain from targeted subsidies and direct investment in private enterprise but instead should invest in infrastructure, research, human resources development

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Technology Transfer & Incubation - The Council, working with research institutions, technology firms, business incubators, investment professionals, and the legal community, is exploring targeted methods to grow the New England economy by enhancing the pipeline of technology commercialization and new venture information through its Technology Transfer & Incubation Team (TTI). Led by Bill Gelnaw, Managing Partner, and Karen Copenhaver, Partner at Choate, the Team is developing a web-based set of annotations to local university-based technology transfer agreements to highlight thorny issues and recommend ways of resolving them efficiently to help speed the commercialization process across sectors and the region. It is also working with regional stakeholders to speed the commercialization process by developing annotated licensing terms to save time and money throughout the technology licensing process. It also played a leading role in securing Congressional support for the America COMPETES Act and supports Innovate America Act, both of which increase federal R&D funding.The Team hosted a November 2010 meeting with more than a dozen local law and venture capital firms and a subsequent drafting meeting of a dozen Council members and partners, including representatives from state and national technology transfer associations. Among the issues the Team is currently annotating are: scope of IP rights and follow-up on IP; reserved rights, conflict of interest, indemnification, warranties/background rights; diligence; sub-licensing (approval rights); insurance; publication (confidentiality); control of patent prosecution; assignment of transfer rights; and federal funding impact. The draft will then be submitted to practitioners for comment and feedback that will be considered and incorporated into a final version. The broader goals of the TTI Team are to:Enhance New Englands stature as the worlds preeminent location for innovation and commercialization of new technology Grow the New England economy by facilitating the development of new technology enterpriseFoster a collaborative spirit among universities, colleges, innovators, investment professionals, the legal community and other stakeholders to improve the speed, quality and volume of new technologies transforming into successful New England venturesConnect and involve new businesses with the region to foster corporate citizenshipEncourage entrepreneurial efforts of faculty, students and other innovators which will result in serial entrepreneurship and new business development OTHER PROGRAM SERVICES 5: Clean Energy & Sustainability - * Public Policy *The Councils Clean Energy and Sustainability Team, chaired by Mitch Tyson, Chairman of Advanced Electron Beams, promotes federal, regional, and state policies that: improve energy efficiency, sustainability, and the environment; encourage domestic energy production and support US energy security; strengthen the regions competitiveness, job growth, and leadership in clean energy, and reduce or limit costs to businesses and consumers by avoiding unsustainable or duplicative taxpayer investments. Recent policy outreach includes support of a federal energy-climate bill to: Establish a predictable, market-based mechanism to set a national price on carbonEliminate oil, gas, and coal industry preference subsidies that are not market-based and put clean energy at a competitive disadvantageSignificantly increase investments in clean energy R&D and infrastructure The Team is poised to offer strategic and tactical support on more micro "fallback" federal and state energy policy proposals in the wake of inaction on a comprehensive energy-climate bill. These potentially include targeted support for the extension of select federal tax credits and incentives, federal funding for ARPA-E and a regional clean energy consortia, and efforts to retain the current definition of renewable energy as it applies to the Commonwealth's r

IRS990/Desc0Tax & Cost Competitiveness* Public Policy *Building on several historic victories, the Council commissions research and conducts advocacy on a wide range of tax and business cost issues, informed by members and an annual CEO survey. The public policy agenda for the period from 2011 to 2012 are as follows:First, the Council opposes 40% increase in 2011 state unemployment insurance rates by working to freeze rates at 2010 level and reform the state's UI system to create 10,000 new jobs and $3.9 billion in new wages. Second, it supports legislation to grant cities and towns the authority to design their own health insurance plans free from collective bargaining to help them curb runaway health care costs, and advocates for ongoing health care reform at the state and federal level that enables affordable and accessible health care without unduly burdening businesses and taxpayers. Third, the Council also wants to update and expand the state's first research & development tax credit, originally drafted by the Council in 1992, and federally fund expanded R&D programs in energy, science, and other applied research as outlined in the 2011 America Competes Act to spur the regional economy. Fourth, the Council wants to promote a competitive, predictable, and stable tax structure at the state and federal level.
