Mission

The Massachusetts High Technology Council, Inc. is an organization of CEOs andsenior executives representing technology companies, professional services firms,and research institutions who are dedicated to creating and sustaining conditionsthat support investment, job growth and improved quality of life in Massachusetts.Our members are growth-oriented, knowledge-intensive employers and institutionsthat develop, deliver, and depend on technology products, services, and innovationsto advance their organizational objectivesa definition which covers just about allbusiness enterprises in Massachusetts today.The Council advocates for the high technology economy in Massachusetts byproviding members with opportunities to connect with peers, and by facilitatingcooperative relationships and results-focused strategies among senior leaders fromindustry, finance, academia, and government.Our mission is simple: to help make Massachusetts the worlds most attractiveplace in which to live and work, and

Major Activities

Activity 2
Education & Talent Development - This team chaired by Council Vice Chair Jeff Ray, EVP, Geographic Operations, Dassault Systemes, is overseeing the following initiatives to build a well-educated regional workforce and to attract and retain working families in the globally competitive technology sector. These efforts build on the Councils historic advocacy for legislation and regulations that strengthen the regions P-16 education delivery system, and promote innovative structures, greater accountability, and an increased focus on STEM (Science, Technology, Engineering, and Math). * Public Policy *The Council has made the Massachusetts Mathematics and Science Initiative (MMSI) the major focus of the Council's 2011 public policy agenda. MMSI is dramatically expanding access to Advanced Placement courses in 46 districts across the Commonwealth, and in 2010 helped to double the number of passing scores on college-level AP exams in 21 schools in which achievement gaps in race, ethnicity, and gender were additionally narrowed. Since 2008, this program has increased enrollments in participating schools from about 4,000 to nearly 9,000. MMSI, run by MassInsight Education, is seeking state support as part of its public-private funding strategy. The Council will also continue to work with partners on related public policy efforts including promoting greater ability of cities and towns to design their own health plans outside of collective bargaining to prevent state education funds from being unduly spent on runaway health care costs. The Council also is a member of the Put Students First Coalition that is advocating for a more streamlined and innovative teachers contract in the Boston Public Schools and will continue to participate in the STEM Business Leaders Group, Early Education for All campaign, and related efforts. As part of its commitment to help implement the Achievement Gap Act of 2010 on whose passage the Council played a key role, the Council is spearheading an initiative by which 12 of its members and partners are serving as non-academic professional development mentors to principals in the 12 Boston Public Schools designated as "turnaround schools." Volunteers include representatives from Boston University, Choate Hall & Stewart, ConnectEDU, Entegris, Fidelity, FIRST, IBM, MassInsight, Myomo, Northeastern University, Senior Aerospace Metal Bellows, SolidWorks, PTC, and Zoran. The Council hopes to help facilitate best practice learning and application across these schools and through wider networks like those nurtured by the Lynch Leadership Academy at Boston College which brings together principals across public, charter, and parochial schools.
Activity 3
Defense Technology Initiative (DTI)-Public PolicyEstablished by the Mass. High Tech Council in 2003, the Council hosts DTI, a New England network of defense and technology firms, research labs, and universities that define, unify, promote, and grow the region's premier defense technology cluster. DTI promotes government investment, technology transfer and Hanscom AFB and the US Army Natick Soldier Research, Development, and Engineering Center. DTI also took the lead in preserving the bases in the 2005 Base Realignment and Closure process.Regional Defense TechnologyNew England is home to the nation's preeminent defense technology cluster representing: thousands of defense tech firms; the nation's highest concentration of research universities and scientists and engineers; hundreds of thousands of jobs; and more than $13 billion in annual Department of Defense (DoD) investment. Beginning in March 2008, DTI expanded its original and tightly focused BRAC 2005 mission to achieve the more comprehensive and strategic objective of strengthening the New England defense technology industry. In order to achieve this mission DTI is providing the necessary leadership in two core areas:1.Coordinating regional private sector, non-profit and academic organizations to identify and implement initiatives to enhance the competitiveness of the defense technology cluster. 2.Spearheading outreach and relationship development in the defense community, principally in the Pentagon and throughout Department of Defense structure, including New England military installations.DTI focuses on identifying and connecting with defense cluster market actors, assisting small businesses in understanding and leveraging DoD and large defense contractors while concurrently helping DoD organizations find and connect with innovative technologies and partners to achieve national defense priorities. The core elements of the DTI regional defense technology sector development strategy include:*Asset Mapping to Drive Cluster Strategy*Regional Network Development*Innovation Access Network Web PlatformAsset Mapping and Cluster StrategyDTI is in the process of identifying and mapping innovative technology firms, academic and research intuitions, support systems and other defense related assets throughout New England. The mapping includes the provision of critical and replicable economic data related to the regional defense-related activities. This rich source of information aids in the development of meaningful and lasting synergies throughout the region's defense sector, benefiting small businesses, primes, and the DoD.Regional Network DevelopmentDTI strives to provide New England's defense-related industry with targeted education and networking events to develop critical skills and connections throughout the region. This programming is designed to convene stakeholders throughout the defense cluster for purposes of connecting small businesses and defense primes with knowledge, assets and networks that will ultimately help New England technology businesses grow and create high wage jobs, while serving the strategic needs of the defense community. Starting in 2011, DTI will host dozens of strategically located events throughout the region to begin facilitating a strong network of stakeholders. Events also serve as opportunities to introduce regional players to the DTI networking portal and its rich user-driven content and communication capabilities.Innovation Access NetworkTo sustain regional connectedness DTI offers members and other interested parties a dynamic web-based portal designed to offer stakeholders opportunities to market, search, connect and communicate. The Innovation Access Network (IAN) leverages proven web-based networking tools that allow users to drive the content and capabilities based on their unique interests and needs, providing stakeholders with cutting edge social networking-like capabilities in an exclusive and targeted virtual environment.

IRS990/Description0Tax & Cost Competitiveness* Public Policy *Building on several historic victories, the Council commissions research and conducts advocacy on a wide range of tax and business cost issues, informed by members and an annual CEO survey. The public policy agenda for the period from 2011 to 2012 are as follows:First, the Council opposes 40% increase in 2011 state unemployment insurance rates by working to freeze rates at 2010 level and reform the state's UI system to create 10,000 new jobs and $3.9 billion in new wages. Second, it supports legislation to grant cities and towns the authority to design their own health insurance plans free from collective bargaining to help them curb runaway health care costs, and advocates for ongoing health care reform at the state and federal level that enables affordable and accessible health care without unduly burdening businesses and taxpayers. Third, the Council also wants to update and expand the state's first research & development tax credit, originally drafted by the Council in 1992, and federally fund expanded R&D programs in energy, science, and other applied research as outlined in the 2011 America Competes Act to spur the regional economy. Fourth, the Council wants to promote a competitive, predictable, and stable tax structure at the state and federal level.
