The organization is a union representing members within its jurisdiction, which primarily consist of hourly and production workers in the general dynamics plant in pittsfield, ma. Members support the union through union dues.

Form 990, Part VI, Section A, Line 7A

The governing body of the organization is elected by the members of the union. An election takes place every three years. A change was made to the constitution in 2013 which made a one-time change to the election cycle in order to be on the same election cycle as cwa. Officers elected in october 2013 served a one year term. Officers elected in october 2014 and in future elections will serve three year terms.

The business agent is responsible for enforcing and monitoring the conflict of interest policy. The president is responsible for monitoring the business agent's compliance with the policy.
