Form 990 reviewed by the Executive Director & the Finance Committee before being filed with the IRS.

Form 990, Part VI, Section B, Line 12C

Sunrise's current Conflict of Interest Policy covers employees and the Board of Directors. It is the practice of the Board of Directors for Board Members to recuse themselves from voting on actions that may present a conflict or perceived conflict. The Executive Director and the Fiscal Manager, both of whom attend regular board meetings, as paid employees of the agency do not have a vote in actions taken by the Board and therefore do not participate in matters related to voting on their individual compensation. Staff Conflict of Interest Policies are contained within Center's Personnel policies. Sunrise does not have a Whistleblower Policy, but does have a Code of Ethics policy that each staff member signs upon hiring and periodically thereafter. Sunrise follows the guidance contained within various grants with regards to retention and destruction of records. Sunrise recognizes the importance of maintaining records for many reasons. On permanent file in the business office are Articles of Association, By-laws and Amendments, and record of IRS tax exempt status. Copies of Board meeting minutes are maintained for audit review annually. Financial statements and budget approved by the Board are maintained by the business office for a period of at least 5 years. Programmatic records are maintained in keeping with the expectations outlined in contracts and grants and are the responsibility of the grants manager. Frequently when program and consumer specific records are ready for destruction the process is facilitated in accordance with current best practices. Records for all donations, names and contact information for donors are maintained by the administrative office; any limitations on the use and disbursement are maintained by the business office and the Executive Director. Grant records are kept as required by the grant source. Personnel & employment records are kept in the business office.

OTHER PROGRAM SERVICES 4: Family Supported Housing:This program provides support and incentives for homeless families with children seeking permanent housing. Two cases managers provide ongoing support and education in the areas of housing. OTHER PROGRAM SERVICES 5: Family Services Program:Includes case management for families with children who have been or are about to removed from the home and placed in State Custody. This is an intensive support program with the goal of family unification. OTHER PROGRAM SERVICES 6: Youth Development Program:This program supports youth aging out of the State Foster Care System with guidance, support and resources during this transitory time. OTHER PROGRAM SERVICES 7: Community Early Childhood & Support Services:This program provides professional development and technical assistance to Early Care and Education Providers and eligibility and referral services to families seeking childcare. OTHER PROGRAM SERVICES 8: Family Development:Sunrises' Learning Together Program is a State accredited alternative high school available to pregnant and parenting teens and young adults from Bennington. Students, in a supportive nurturing environment create their own academic and life plans with support from Staff. Some components include work experience, core academic curriculum, parenting and life skills.

Two cases managers provide ongoing support and education in the areas of housing. OTHER PROGRAM SERVICES 5: Family Services Program:Includes case management for families with children who have been or are about to removed from the home and placed in State Custody. This is an intensive support program with the goal of family unification. OTHER PROGRAM SERVICES 6: Youth Development Program:This program supports youth aging out of the State Foster Care System with guidance, support and resources during this transitory time. OTHER PROGRAM SERVICES 7: Community Early Childhood & Support Services:This program provides professional development and technical assistance to Early Care and Education Providers and eligibility and referral services to families seeking childcare. OTHER PROGRAM SERVICES 8: Family Development:Sunrises' Learning Together Program is a State accredited alternative high school available to pregnant and parenting teens and young adults from Bennington. Students, in a supportive nurturing environment create their own academic and life plans with support from Staff. Some components include work experience, core academic curriculum, parenting and life skills.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2Sunrise's current Conflict of Interest Policy covers employees and the Board of Directors. It is the practice of the Board of Directors for Board Members to recuse themselves from voting on actions that may present a conflict or perceived conflict. The Executive Director and the Fiscal Manager, both of whom attend regular board meetings, as paid employees of the agency do not have a vote in actions taken by the Board and therefore do not participate in matters related to voting on their individual compensation. Staff Conflict of Interest Policies are contained within Center's Personnel policies. Sunrise does not have a Whistleblower Policy, but does have a Code of Ethics policy that each staff member signs upon hiring and periodically thereafter. Sunrise follows the guidance contained within various grants with regards to retention and destruction of records. Sunrise recognizes the importance of maintaining records for many reasons. On permanent file in the business office are Articles of Association, By-laws and Amendments, and record of IRS tax exempt status. Copies of Board meeting minutes are maintained for audit review annually. Financial statements and budget approved by the Board are maintained by the business office for a period of at least 5 years. Programmatic records are maintained in keeping with the expectations outlined in contracts and grants and are the responsibility of the grants manager. Frequently when program and consumer specific records are ready for destruction the process is facilitated in accordance with current best practices. Records for all donations, names and contact information for donors are maintained by the administrative office; any limitations on the use and disbursement are maintained by the business office and the Executive Director. Grant records are kept as required by the grant source. Personnel & employment records are kept in the business office.
