Form 990, Part III, Line 1 - Organization

Cvoeo addresses fundamental issues of economic, social and racial justice and works with people to achieve economic independence. Cvoeo was incorporated in 1965 and is one of five community action agencies in the state of vermont. The agency serves addison, chittenden and franklin/grand isle counties. The cvoeo coordinated statewide housing service programs (mobile home program, vermont tenants and fair housing project) serve residents from every county in vermont. Cvoeo provided a wide variety of vital services to at least 21,117 people during the year. Additionally, 10,360 volunteer hours were donated to cvoeo programs and agency programs engaged in at least 650 partnerships with outside entities (businesses, non-profits, faith-based organizations, school districts, post-secondary institutions, etc.). Three community action offices in middlebury, burlington and st. Albans provided crisis intervention in a number of areas: housing assistance was provided for 552 individuals, income tax assistance was provided to 1,491 individuals, and 4,592 individuals benefitted from utility assistance. In addition, food assistance was provided at the addison and franklin/grand isle food shelves, and non-driver photo ids in the effort to facilitate employment was provided to 20 individuals in the chittenden office. 410 children participated in the champlain valley head start program and 143 participated in our early head start program. That is a total of at least 553 very young children and their parents reached by the program. As the largest direct service emergency food provider in vermont, feeding chittenden (fc) served 12,000 households including 10,069 individuals through its grocery program. During this period, the good food truck delivered fresh meals, along with boxes of non-perishable groceries and fresh produce to food insecure households located throughout chittenden county. Meals were also distributed to 200 people through the homebound grocery delivery program which provides nutritional assistance to seniors and people with disabilities who are unable to leave their homes. Fc also provided career training in two class sessions to unemployed/underemployed adults, through the community kitchen academy. The champlain valley weatherization service (cvws) performed comprehensive energy efficiency work including insulation, air sealing, and furnace repair while also reducing lead, radon, carbon dioxide and fire hazards/electrical issues. 290 individuals benefitted directly. The financial futures program helped people to learn, earn, save, and own by offering financial capability education and coaching, business counseling and training, and a matched savings program. Over the last year, micro-business clients in that program generated 78 capital transactions yielding $554,690 in leveraged funding. 6.5 jobs were created, 2 businesses were expanded and 8 new businesses were started. As part of the financial futures community ambassador program there were 35 financial house parties and 35 unique individuals attending a total of 158 times. The house parties are a series of in-home workshop that are led by new americans in their homes. Participants share food and discuss financing and other important information impacting the new american community. The voices against violence program, based in franklin county, operated an active emergency hotline, and provided support, safety and advocacy to adults and children experiencing domestic violence. Voices against violence served 513 victims/survivors and 68 children and received 1633 hotline calls. Families with children were also served through a transitional housing project and supervised visitation was offered to families with children through the all about kids program. Vermont tenants offered rental counseling services to 877 participants, particularly through its hotline. PART X, LINE 2:

The organization is exempt from federal income taxes under section 501(c)(3) of the internal revenue code and is not a private foundation. As such, the organization is exempt from income tax on its exempt function income. Accounting standard codification no. 740 "accounting for income taxes," established the minimum threshold for recognizing, and a system for measuring, the benefits of tax return positions in financial statements. The organization has analyzed the organization's tax position taken on its income tax returns for all open years (tax years ending september 30, 2017 - 2020), and has concluded that no additional provision for income taxes is necessary in the organizations financial statements.
