Wyoming State Law authorizes the Coalition members to provide for land use and resource conservation planning and development and localgovernment services within the respective county and district boundary of CLG members. Federal land management issues, directly and indirectly affectland use and conservation programs, policies, and plans made by CLG members as well as the demand for services and infrastructure. The individuallocal governments, which formed the CLG, are formally designated by the BLM and the Forest Service asCooperating Agencies pursuant to CEQ rules and policy, federal rules, and consistent with WY Statute 9-4-218. By working through the CLG, each localgovernment agency can more effectively use its resources to participate in federal land use and project planning by sharing the costs of consultants andresearch relevant to the proposed federal action or issue and by jointly developing comments that reflect the positions of each member.CLG members actively participate an
