Stockholders and governing body: the comptroller of the state of new york, as trustee of the common retirement fund of the state of new york, is the sole stockholder of ncpi. The sole stockholder has the power to elect members of ncpi's governing body and must approve all significant business transactions and governance policies (including entering into contracts, initiating legal proceedings, opening accounts, and amending ncpi's by-laws).

990 review: the return is prepared by an independent accounting firm based on information provided by the company and in consultation with the company's investment advisors, jp morgan. The draft prepared by the accounting firm is then carefully reviewed by the finance and legal staff of the company's investment advisors, jp morgan. The company's board of directors has delegated to a subset of the company's board the authority to approve the form 990. The final version is provided to the board of directors prior to filing with the internal revenue service.
