In 1981, base compensation for the chief executive officer was determined. Since that time, the ceo's base salary has been increased only by the same cola and merit increases that the executive committee of the board has approved to apply to all employees of the organization, regardless of position within the organization. In 2008, the organization earned award fees based on successful performance of contracts with cms and the board elected to use the award fees to reward performance of all employees in the form of performance awards. The executive committee specifically approved the amount of the performance award for the chief executive officer and also approved the methodology for calculating the performance award amount for all other employees.
