Mission and Program Overview

Mission

The mission is to assist individuals and families in preventing, reducing or eliminating poverty in their lives, and, through partnerships, to engage the community in addressing economic and social needs.

To administer health, housing, and social service programs that will improve the lives of the citizens of penobscot, piscataquis, knox, and other maine counties by providing direct services, creating opportunities for individuals living in poverty to work toward becoming self-sufficient, and actively identifying and mobilizing public and private resources to sustain these efforts.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

A draft of the form 990 is presented to the finance committee by the chief financial officer. The committee, as designated by the penquis board of directors, approves the filing of the tax return.

Form 990, Part VI, Section B, Line 12C

No person shall be at once an employee of the corporation and a member of the board of directors or one of its steering committees. No person may serve as a member of the board of directors while that person's husband, wife, child, sibling, or parents is an employee of the corporation. Members of the board of directors may not apply for employment with the corporation, its subsidiaries or delegates. Board of directors and steering committee members may not directly or indirectly solicit or accept gratuities of a monetary value from any recipient of the corporation's services or from any organization with which the corporation has a contractual relationship. Board of directors and steering committee members may not have a financial conflict of interest with the agency. The board of directors and steering committee members may not receive compensation for serving on the board of directors or steering committee. The board of directors members shall operate as an entity independent of staff employed by the agency. Penquis also has a specific conflict of interest policy which further defines the corporate policy and related practices. Board members and the executive leadership team are required to sign a conflict of interest policy yearly at the organization's annual meeting. Furthermore, at the beginning of each board meeting, agenda items are reviewed for possible conflicts with members. If a conflict arises, the member is asked to step out of the room for the discussion and voting period on that item.

Form 990, Part VI, Section B, Line 15

An independent compensation survey is completed by the organization every three years for non-executive leadership team employees. A fair market analysis is done yearly for executive leadership team employees and adjusted as necessary to reflect current market conditions.

Form 990, Part VI, Section C, Line 19

Governing documents, policies, and financial statements are made available to the public upon written request. The documents are copied and mailed to the requestor as soon as they are available. Notification of the monthly board of directors' meetings is placed in the local newspaper. The public is invited to attend the meetings. A portion of the monthly board meeting is dedicated to public comments.
