Part V, Line 4 - Intended Uses for Endowment Funds

“The investment assets of the associates of the osher map library provide the financial resources that we use to support the osher map library. Most of the library's funding comes from the university of southern maine. University budgets can be tight and can be slow moving. The associates are able to support projects that might be outside the normal role of the university. An example of this would be educational outreach with the k-12 public school systems of maine. Within this will be the creation of lesson plans for k-12 as well as sponsoring visits to the map library. Another example would be to support coordination between the map library and other cultural institutions in the portland area to promote visibility and understanding of our efforts. Dr. Osher believes that maps are powerful educational tools and we work to promote that concept within and outside of the university of southern maine.”

THE SUPPORTED ORGANIZATION, THE OSHER MAP LIBRARY (OML), HAS REPRESENTATION ON THE GOVERNING BOARD OF THE ASSOCIATES OF THE OSHER MAP LIBRARY (THE ASSOCIATES). FURTHER, THE THE ASSOCIATES OFFICERS MAINTAIN A CLOSE AND CONTINUOUS WORKING RELATIONSHIP WITH OML OFFICERS. OML HAS A SIGNIFICANT VOICE IN THE INVESTMENT POLICIES OF THE SUPPORTING ORGANIZATION DUE TO THE PREVIOUSLY DESCRIBED RELATIONSHIPS. SUPPLEMENTAL INFORMATION FOR PART I, LINE 12G OUTLINES THE ACTIVITIES FOR WHICH THE ASSOCIATES PROVIDED SUPPORT TO OML. THIS REPRESENTS 100% OF ALL THE ASSOCIATES PROGRAM EXPENSES AND 75% OF THE ASSOCIATES TOTAL EXPENSES FOR THE YEAR. IN 2014 THERE BEGAN THE PROCESS OF NEGOTIATING A NEW OPERATING AGREEMENT BETWEEN THE UNIVERSITY OF SOUTHERN MAINE AND THE OSHER FAMILY TO CREATE A NEW STRUCTURE FOR THE OSHER MAP LIBRARY AND ITS OPERATION. DURING THE PERIOD OF THIS NEGOTIATION MANY OF THE LIBRARY ACTIVITIES WERE ALSO SLOWED DOWN AND NEW ACTIVITIES WERE PUT ON HOLD. THE OSHER MAP LIBRARY ASSOCIATES PLAYED A KEY ROLE IN THESE NEGOTIATIONS. THEIR ROLE SHIFTED FROM ONE OF FINANCIAL ASSISTANCE TO ONE OF ADVISING THE NEW STRUCTURE AND MANAGING THE NEGOTIATION PROCESS. WITH THE RECENT SIGNING OF THE AGREEMENT THE ASSOCIATES WERE ABLE TO BRING ABOUT AS NEW OPERATING AGREEMENT THAT WILL PUT THE OSHER MAP LIBRARY ON A SOLID OPERATING FOUNDATION FOR YEARS TO COME.

WITHIN THIS WILL BE THE CREATION OF LESSON PLANS FOR K-12 AS WELL AS SPONSORING VISITS TO THE MAP LIBRARY. ANOTHER EXAMPLE WOULD BE TO SUPPORT COORDINATION BETWEEN THE MAP LIBRARY AND OTHER CULTURAL INSTITUTIONS IN THE PORTLAND AREA TO PROMOTE VISIBILITY AND UNDERSTANDING OF OUR EFFORTS. DR.
