Mission

To conduct humanities programs primarily in maine in areas of reading and literacy, cultural heritage, contemporary issues & teacher enrichment programs.

The maine humanities council, a statewide non-profit organization, uses the humanities - literature, history, philosophy, and culture - as a tool for positive change in maine communities. Our programs and grants encourage critical thinking and conversations across social, economic, and cultural boundaries.

The governor of maine can appoint the lesser of 6 members or 25% of board membership.

Following review by management and the council's accountant, a copy of the form 990 is made available to every board member for review. Board members are asked to review the document. Members of the finance committee are asked to affirm that they have reviewed the document. Following a period of questions and comments by members of the board, the council files form 990 with the irs.

The executive director's annual compensation is determined by a personnel committee of the board of directors as well as the board president. All mhc salaries including that of the executive director are measured against relevant indices. These include the scale of executive director compensation at other maine non-profit organizations of similar budget size to the council (as reported in the maine association of nonprofits salary survey) as well as salary and benefit surveys for all humanities councils prepared by the federation of state humanities councils. These surveys provide data on a national, regional and budget-specific basis, and the council's goal is to compensate its executive director and other employees within a range of +/- 20% of the national average for humanities councils. The council includes a total compensation policy in its employee handbook documenting its compensation procedures. The policy notes that salary ranges are reviewed annually and a full compensation plan evaluation is conducted every three to five years. "pay adjustments may be made when the budget allows, when the market dictates, and when justified by performance."

PART X, LINE 2:

The council follows the provisions of fasb asc 740-10 accounting for uncertainty in income taxes, which clarifies the criteria that an individual tax position must satisfy for some or all of the benefits of that position to be recognized in an entity's financial statements. It also prescribes a recognition threshold of more likely-than-not, and a measurement attribute for all tax positions taken or expected to be taken on a tax return, in order for those tax positions to be recognized in the financial statements. There was no cumulative effect on the council's financial statements related to following these provisions, and no interest or penalties related to uncertain tax positions were accrued. The council is currently open to audit under the statute of limitations by the internal revenue service and state taxing authorities for the years ended october 31, 2015 through 2018.
